प्रधानमंत्री श्री मोदी ने कहा कि आज 21वीं सदी का भारत, पूरी दुनिया को संदेश दे रहा है कि ईकॉनॉमी और ईकॉलॉजी परस्पर विरोधाभासी नहीं है। वर्ष 2014 के बाद देश में करीब ढाई सौ नए संरक्षित क्षेत्र जोड़े गए हैं। वन क्षेत्र का निरंतर विस्तार हो रहा है। पर्यावरण की रक्षा के साथ ही, देश की प्रगति भी हो सकती है, ये भारत ने दुनिया को करके दिखाया है। आज हम विश्व की तेजी से बढ़ती अर्थव्यवस्थाओं में शामिल हैं। उन्होंने कहा कि हमारे यहाँ एशियाई शेरों की संख्या में भी वृद्धि हुई है। गुजरात देश में एशियाई शेरों का बड़ा क्षेत्र बनकर उभरा है। देश में टाइगर की संख्या को दोगुना करने का लक्ष्य हमने तय समय से पहले हासिल किया है। असम में आज एक सींग वाले गैंडो की संख्या में अप्रत्याशित वृद्धि हुई है, जिनका एक समय अस्तित्व खतरे में आ गया था। हाथियों की संख्या भी बढ़ कर पिछले वर्षों में 30 हजार से ज्यादा हो गई है। आज देश में 75 वेटलेंडस को रामसर साइट्स के रूप में घोषित किया गया है, जिनमें 26 साइट्स पिछले 4 वर्ष में ही जोड़ी गई हैं। देश के इन प्रयासों का प्रभाव आने वाली सदियों तक दिखेगा और प्रगति के नए पथ प्रशस्त करेगा।

प्रधानमंत्री नरेन्द्र मोदी ने भारत भूमि पर 70 वर्षों के लंबे अंतराल के बाद पुर्नस्थापित किये जाने वाले चीतों की मुक्ति के एतिहासिक पलों को अपने कैमरे से कैद किया। प्रधानमंत्री श्री मोदी ने चीतों की सुरक्षा के लिये तैनात किये गये चीता मित्रों से संवाद भी किया। चीतों की सुरक्षा के लिये आसपास के 10 गाँव के 457 चीता मित्र तैनात किये गये हैं।

शादिक खान, पन्ना। (www.radarnews.in) मध्यप्रदेश में महिलाओं एवं बालिकाओं के खिलाफ बढ़ते अपराध के आंकड़े शर्मसार करने वाले हैं। महिला अपराधों में चिंताजनक वृद्धि को लेकर सूबे की शिवराज सरकार को अक्सर ही तीखी आलोचनाओं का सामना करना पड़ता है। लेकिन भारतीय जनता पार्टी महिला मोर्चा की प्रदेशाध्यक्ष माया नारोलिया एमपी में महिलाओं-बालिकाओं के खिलाफ अपराध में वृद्धि होने के आंकड़ों और दावों से सहमत नहीं है। वे इसे ख़ारिज करते हुए कहती हैं, चूंकि प्रदेश में प्रत्येक महिला अपराध को पंजीबद्ध किया जाता है इसलिए लोगों को ऐसा लगता है कि अपराध बढ़े हैं। जबकि हक़ीक़त यह है कि पिछली सरकार के समय तो महिलाओं के साथ होने वाले दुर्वयवहार/उत्पीड़न आदि घटनाओं (अपराधों) को पंजीबद्ध ही नहीं किया जाता था। हमारी सरकार महिलाओं की सुरक्षा और सम्मान को लेकर संवेदनशील है इसलिए प्रदेश भर में महिला थानों की स्थापना की गई है। इन थानों में पहुंचकर महिलायें अब निडरता-निर्भीकता से अपनी रिपोर्ट दर्ज करवाती हैं। जिस पर पुलिस के द्वारा तत्परता एक्शन लिया जाता है, महिलाओं के खिलाफ होने वाले अपराधों पर प्रभावी अंकुश लगाने के लिए प्रदेश में लगातार कड़ी कार्रवाई की जा रही है।
उल्लेखनीय है कि, भाजपा महिला मोर्चा की प्रदेशाध्यक्ष माया नारोलिया बुधवार 14 सितम्बर की देर शाम पन्ना के प्रवास पर पहुंचीं। यहां उन्होंने भाजपा कार्यालय में जिले की महिला मोर्चा पदाधिकारियों की बैठक ली और फिर पत्रकारों से कई मुद्दों अनौपचारिक चर्चा की। बैठक में पन्ना नगर पालिका अध्यक्ष मीना पाण्डेय, अजयगढ़ नगर पंचायत अध्यक्ष सरोज सीता गुप्ता, पार्षद संगीता राय, स्नेहलता पाराशर, प्रदेश कार्यसमिति सदस्य चन्द्रप्रभा तिवारी, मधु पाण्डेय, मनीषा गोस्वामी, शक्ति शर्मा, करुणा खरे सहित अन्य महिलायें उपस्थित रहीं।
सेवा पखवाड़ा के दौरान होंगीं अनेक गतिविधियां
इस अवसर पर महिला मोर्चा की प्रदेशाध्यक्ष श्रीमती नारोलिया ने पत्रकारों को बताया, प्रधानमंत्री नरेन्द्र मोदी के जन्मदिवस 17 सितम्बर से लेकर राष्ट्रपिता महात्मा गांधी की जयंती 2 अक्टूबर तक सम्पूर्ण प्रदेश में भाजपा सेवा पखवाड़ा आयोजित करेगी। सेवा पखवाड़ा के दौरान प्रधानमंत्री नरेन्द्र मोदी के व्यक्तित्व के साथ जनकल्याणकारी योजनाओं का प्रचार-प्रसार, रक्तदान शिविर, स्वास्थ्य परीक्षण शिविर, दिव्यांगजनों को सहायक उपकरणों का वितरण महिला मोर्चा की पदाधिकारियों के द्वारा घर-घर जाकर किया जाएगा। इसके अलावा टीबी रोगियों को समुचित उपचार मुहैया कराने में महिलायें सहायता करेंगी। जिले में 75 आंगनवाड़ी केन्द्रों को गोद लेकर बच्चों के भविष्य को उज्जवल बनाने का कार्य किया जाएगा। राष्ट्रपिता महात्मा गांधी की जयंती पर खादी को प्रोत्साहित करने के लिए खादी ग्रामोद्योग से खादी के वस्त्र खरीदेंगे और अन्य लोगों को खादी के उपयोग के लिए प्रोत्साहित किया जाएगा।
बिलकिस बानो के मामले की जानकारी नहीं
गुजरात की बिलकिस बानो व उनके परिवार के साथ भयानक दरिंदगी करने वाले 11 गुनहगारों को हाल ही में गुजरात की भजपा सरकार के द्वारा जेल से रिहा करने के फैसले की देश और दुनिया में कड़ी आलोचना हो रही है। उम्रकैद की सज़ा काट रहे इन दोषियों को छोड़ने के गुजरात सरकार के फैसले की कानूनी, सामाजिक और राजनैतिक दृष्टिकोण से व्यापक रूप से चौतरफा निंदा हो रही है। पूरे मामले में बीजेपी और प्रधानमंत्री मोदी की चुप्पी पर विपक्षी दल गंभीर सवाल उठा रहे हैं। महीने भर से सुर्ख़ियों बने इस प्रकरण पर भारतीय जनता पार्टी महिला मोर्चा की प्रदेशाध्यक्ष माया नारोलिया से जब यह सवाल पूंछा गया कि, बिलकिस के दोषियों की रिहाई के फैसले को एक महिला होने के नाते आप किस तरह देखतीं है, तो उन्होंने अपनी सहज-स्वाभाविक प्रतिक्रिया (जवाब) में कहा कि, उन्हें नहीं छोड़ना था ! हालांकि अगले ही क्षण महिला मोर्चा की प्रदेशाध्यक्ष द्वारा बिलकिस बानो के मामले की जानकारी न होने की बात कहते हुए अपने जवाब का बचाव किया गया।
श्रीमती नरोलिया ने कहा, चूंकि यह प्रकरण मध्यप्रदेश से बाहर का है इसलिए मुझे इसकी जानकारी नहीं है, आवश्यक जानकारी लेने के बाद ही कुछ बोल पाऊंगी। विदित होकि, साल 2002 में गुजरात में हुए दंगों के दौरान दिनांक 27 फरवरी 2002 उन्मादी भीड़ ने बिलकिस और उनके परिवार पर हमला किया था। भीड़ में शामिल लोगों ने हैवानियत की सारी हदें पार करते हुए गर्भवती बिलकिस के साथ गैंगरेप किया और उसकी तीन साल की बेटी समेत परिवार के 14 लोगों की नृशंस हत्या कर दी थी। काफी चर्चा में रहे इस केस के दोषियों की रिहाई गुजरात सरकार के द्वारा पिछले माह स्वतंत्रता दिवस पर की गई। अनेक जानकार दोषियों को जेल से छोड़ने के समय और फैसले को इस साल दिसंबर में होने वाले गुजरात विधानसभा चुनाव से जोड़ कर भी देख रहे हैं।

आज़ाद खान, पन्ना/अजयगढ़ ।(www.radarnews.in) मध्यप्रदेश के पन्ना जिले में अजयगढ़ तहसील अंतर्गत आने वाले धरमपुर थाना के ग्राम कीरतपुर में आज सुबह-सुबह हृदय विदारक हादसा हो गया। यहां एक-दूसरे को बचाने के चक्कर में दलित परिवार के तीन सदस्य करंट की चपेट में आ गए। दर्दनाक हादसे में पिता-पुत्री की मौके पर ही मौत हो गई जबकि मां की हालत गंभीर बनीं है। महिला का इलाज सामुदायिक स्वास्थ्य केन्द्र अजयगढ़ में जारी है। दुखद हादसे की खबर आने के बाद से तराई अंचल में शोक की लहर व्याप्त है। धरमपुर थाना पुलिस ने पिता-पुत्री की मौत पर फिलहाल मर्ग कायम कर मामले को जांच में लिया है।
जमीन पर पड़ा था विधुत लाइन का टूटा हुआ तार
हादसे की सूचना मिलने पर ग्राम कीरतपुर पहुंचे धरमपुर थाना पुलिस के जवान जानकारी प्राप्त करते हुए।
गुरुवार 15 सितंबर 2022 की सुबह लगभग 8 बजे सुमन अहिरवार 20 वर्ष निवासी ग्राम कीरतपुर अपने घर के नजदीक स्थित कुएं पर मुंह धोने (दातून करने) गई थी। जहां कुंए के बगल में विधुत ट्रांसफार्मर स्थापित है। बीती रात तेज हवाओं के चलते हाईटेंशन लाइन का एक तार टूटकर नीचे गिर गया था। आसपास जमीन पर फैली मौत से बेख़बर सुमन अचानक करंट की चपेट में आ गई। सुमन की चींख-पुकार सुनकर पिता रामअवतार अहिरवार 60 वर्ष बदहवास हालत में दौड़ते हुए मौके पर पहुंचा और बेटी को बचाते समय वह स्वयं भी करंट की चपेट में आ गया। पुत्री और पति को तड़पते देख मंतू बाई अहिरवार 55 वर्ष दोनों को बचाने के लिए दौड़ी और वह भी करंट की चपेट में आ गई। आसपास मौजूद लोगों ने जब इस विचलित करने वाले भयानक दृश्य को देखा तो वे सहम ऊठे। हालांकि, कुछ साहसी लोगों के द्वारा बिना समय गंवाए सावधानीपूर्वक करंट प्रवाहित तार को हटाकर अहिरवार परिवार के तीनों सदस्यों को बचाने की कोशिश की गई। लेकिन तब तक पिता-पुत्री की मौत हो चुकी थी। जबकि मां की हालत गंभीर बनीं थी।
हादसे के बाद से क्षेत्र में शोक का माहौल
सामुदायिक स्वास्थ्य केन्द्र अजयगढ़ में भर्ती करंट की चपेट में आई मंतू बाई अहिरवार।
करंट की चपेट में आए तीनों लोगों को अचेत हालत में इलाज के लिए ग्राम पंचायत कीरतपुर के सरपंच रामबाबू गौतम के द्वारा निजी वाहन से सामुदायिक स्वास्थ्य केन्द्र अजयगढ़ पहुंचाया गया। जहां ड्यूटी पर तैनात डॉक्टर ने परीक्षण उपरांत पिता-पुत्री को आधिकारिक तौर पर मृत घोषित कर दिया। जबकि घायल मंतू बाई अहिरवार को स्वास्थ्य केन्द्र में भर्ती कर इलाज किया जा रहा है। धरमपुर थाना पुलिस ने अजयगढ़ स्थित मोर्चरी में दोनों मृतकों का पोस्टमार्टम कराने के बाद शवों को उनके परिजनों को सौंप दिया गया। इस हृदय विदारक हादसे के बाद से अहिरवार परिवार में कोहराम मचा है। परिवार के शेष सदस्यों का रो-रोकर बुरा हाल है। वहीं ग्राम कीरतपुर समेत क्षेत्र में मातम का माहौल है।

पन्ना। (www.radarnews.in) मध्यप्रदेश के सरकारी शिक्षकों एवं कर्मचारियों की बहुप्रतीक्षित मांग पुरानी पेंशन की बहाली को लेकर कर्मचारी संगठनों के द्वारा लगातार आवाज़ बुलंद की जा रही है। क्योंकि, पड़ोसी राज्यों छत्तीसगढ़ एवं राजस्थान में कांग्रेस की राज्य सरकारों द्वारा पुरानी पेंशन बहाली की सौगात अपने कर्मचारियों को दिए जाने से उत्साहित एमपी के कर्मचारियों में अपनी जायज़ मांग को लेकर नई उम्मीद जाग उठी है। फलस्वरूप बीते दिवस प्रदेश के शिक्षकों से संबंधित विभिन्न मांगों को लेकर पन्ना में शिक्षक कांग्रेस के जिला अध्यक्ष व प्रांतीय महामंत्री कमलेश त्रिपाठी के नेतृत्व में शिक्षकों व कर्मचारियों ने अपनी 11 सूत्रीय मांगों को लेकर प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान के नाम एक ज्ञापन सौंपा गया।
जिसमें उल्लेख किया गया है, छत्तीसगढ़ एवं राजस्थान सरकार की तरह मध्यप्रदेश में भी कर्मचारियों एवं शिक्षकों की पुरानी पेंशन बहाल की जाए। शिक्षकों को संवर्गवार पदोन्नति पदनाम के साथ ही समयमान वेतनमान प्रदान किया जाए, राज्य शिक्षा सेवा में नियुक्त अध्यापक एवं गुरुजियों को नियुक्ति दिनांक से सेवा की गणना करते हुए वरिष्ठता प्रदान की जावे एवं क्रमोन्नति का लाभ प्रदान किया जाए। इसके आलावा योग्यता के आधार पर अतिथि शिक्षकों को शिक्षक बनाया जाए, केंद्रीय कर्मचारियों की भांति महंगाई भत्ता एवं गृह भाड़ा भत्ता प्रदान किया जाए, सेवानिवृत्त शिक्षकों के अर्जित अवकाश की प्रक्रिया सरलीकरण करते हुए भुगतान निश्चित किया जाए व सेवानिवृत्त शिक्षकों को भी केंद्र के समान महंगाई भत्ता दिया जाए।
ज्ञापन के माध्यम से यह मांग की गई है कि, अनुकंपा नियुक्ति (प्रयोगशाला शिक्षक) के प्रकरणों पर लगी रोक तत्काल प्रभाव से हटाते हुए महामारी में मृतकों के परिजनों एवं अन्य आवेदकों को भी अनुकंपा नियुक्ति प्रदान की जाये। शाला प्रबंधन हेतु पूर्व की भांति प्रत्येक प्राथमिक, माध्यमिक, हाई स्कूल, हायर सेकेंडरी शालाओं में आकस्मिक निधि एवं शाला अनुदान की राशि सीधे विद्यालयों के खाते में प्रदान किया जावे पूर्व की भांति मान्यता प्राप्त कर्मचारी संगठनों के राज्य, संभाग, जिला, तहसील, ब्लाक के अध्यक्ष सचिव कोषाध्यक्ष आदि पदाधिकारियों को स्थानांतरण में छूट प्रदान की जाए। शालाओं में प्राचार्य, प्रधानाध्यापक एवं दर्ज संख्या विषय मान के आधार से रिक्त पदों पर शीघ्र ही पूर्ति की जाए, सीएम राइज विद्यालय से संबंधित क्षेत्र अंतर्गत आने वाले विद्यालयों को बंद नहीं किया जाए। मुख्यमंत्री से ज्ञापन में उल्लेखित बिंदुओं के निराकरण की मांग की गई है। ज्ञापन सौंपने वालों में बड़ी संख्या में कर्मचारी व शिक्षक गण मौजूद रहे।

भोपाल। (www.radarnews.in) मुख्यमंत्री शिवराज सिंह चौहान के निर्देश पर प्रदेश के स्कूल शिक्षा विभाग के राज्य शिक्षा केन्द्र द्वारा जिलों में किए जा रहे कार्यों और उपलब्धि के आधार पर सत्र 2022-23 के प्रथम त्रैमास माह जून, जुलाई और अगस्त की सभी 52 जिलों की रैंक तय की गयी है। जिसे गुरुवार 15 सितम्बर को एम.पी. एजुकेशन पोर्टल पर जारी किया जाएगा। संचालक राज्य शिक्षा केन्द्र धनराजू एस ने बताया कि प्राथमिकताओं और गणना प्रणाली के अनुसार जिलों की रैंकिग की गई है। सभी जिला कलेक्टर्स से सुधारात्मक सुझाव भी प्राप्त किए जाएँगे।
संचालक धनराजू ने बताया कि गुणवत्ता एवं समय-सीमा में कार्य निष्पादन के साथ ही जिलों के मध्य एक स्वस्थ्य प्रतियोगिता भाव पैदा करने की दृष्टि से यह व्यवस्था लागू की गई है। पूर्व में विगत सत्र 2021-22 का वार्षिक जिला रिपोर्ट कार्ड जारी किया गया था। इस सत्र से प्रत्येक त्रैमास में यह व्यवस्था लागू की जा रही है, जिसमें राज्य शिक्षा केन्द्र में आने वाले सभी जिला शिक्षा केन्द्रों, डाइटस तथा शिक्षा महाविद्यालयों जैसे प्रशिक्षण संस्थानों के कार्यों को हर त्रैमास कसौटी पर कसा जायेगा और प्राप्ताकों के आधार पर सुधारात्मक कार्यवाही सुनिश्चित की जायेगी।
रिपोर्ट में प्राथमिकता के आधार पर अनेक कार्य बिंदु निर्धारित किए गए हैं। इन कार्यों के आधार पर जिलों की रिपोर्ट और रैंकिग तय होगी। इन कार्यो को बच्चों के नामांकन एवं ठहराव, गुणवत्ता पूर्ण शैक्षिक उपलब्धियों, शिक्षकों का व्यवसायिक विकास, समानता, अधो-संरचना भौतिक सुविधाओं और सुशासन प्रक्रियाएँ आदि को 6 मुख्य भागों में बाँटा गया है। जिसमें कुल 32 सूचकांक सम्मिलित हैं। इनमें प्रत्येक तिमाही की प्राथमिकता के अनुसार समसामायिक रुप से परिवर्तन किए जाते रहेंगे। उल्लेखनीय है कि मुख्यमंत्री श्री चौहान ने निर्देशित किया था कि जिलों की शैक्षिक रैंकिग प्रणाली विकसित की जाए। जिसे सभी जिलों के जिला परियोजना अधिकारियों के साथ ही जिला कलेक्टर्स और संभागीय आयुक्तों के मध्य भी साझा किया जाएगा।

शादिक खान, पन्ना। (www.radarnews.in) जिला चिकित्सालय पन्ना में सिविल सर्जन डॉ. एलके तिवारी व अन्य डॉक्टरों के साथ ड्यूटी के दौरान दिनदहाड़े हाथापाई और गाली-गलौंज किए जाने की सीसीटीव्ही कैमरों में कैद घटना के 36 घण्टे बाद भी आरोपियों के खिलाफ एफआईआर तक दर्ज़ नहीं हो सकी। इतनी बड़ी घटना पर जिले के पुलिस एवं प्रशासनिक अधिकारियों के द्वारा तत्परता एक्शन न लेकर शिथिलता बरतने से डॉक्टर्स खासे नाराज़ है। रविवार को डॉक्टर्स, नर्सेस, पैरामेडिकल स्टॉफ के संयुक्त प्रतिनिधि मण्डल ने पुलिस अधीक्षक धर्मराज मीना से मुलाक़ात कर हॉस्पिटल की घटना पर कार्रवाई न होने के संबंध चर्चा की गई। लेकिन कोई संतोषजनक जवाब न मिलने पर डॉक्टरों ने इसके तुरंत बाद मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी डॉ. व्हीएस उपाध्याय को ज्ञापन सौंपकर दो टूक शब्दों में स्पष्ट कर दिया कि संबंधितों के खिलाफ तत्काल कार्रवाई न होने की स्थिति में सोमवार 5 सितंबर को दोपहर 2 बजे जिला चिकित्सालय पन्ना समेत समूचे जिले की स्वास्थ्य सेवाएं पूरी तरह बंद (ठप्प) कर दी जाएंगी। जिसकी सम्पूर्ण जिम्मेदारी शासन-प्रशासन की होगी।
