पन्ना। रडार न्यूज  सरकारी स्कूलों में वर्तमान में ग्रीष्मकालीन अवकाश चल रहा है। प्राथमिक एवं माध्यमिक शालाओं के बच्चों को ग्रीष्मकालीन अवकाश में भी मध्यान्ह भोजन वितरित करने शासन के निर्देश है। लेकिन पन्ना जिले की शालाओं में इस पर ईमानदारी से अमल नहीं हो रहा है। जमीनी सच्चाई यह है कि 95 फीसदी शालाओं में ताले लटक रहे है। मध्यान्ह भोजन पकाने वाले समूह और शिक्षकों के बीच सांठगांठ के चलते दर्ज बच्चों को एमडीएम का वितरण कागजों पर किया जा रहा है। मजेदार बात यह है कि मध्यान्ह भोजन वितरण की हर स्तर पर फर्जी रिपोर्टिंग की जा रही है ताकि बच्चों के निवालों की राशि को मिलकर डकारा जा सके। वहीं इस प्रचण्ड गर्मी के समय आंगनवाड़ी केन्द्रों में भी अघोषित अवकाश की स्थिति देखी जा रही है। कहीं केन्द्रों में ताले जड़े है तो कहीं पर बच्चे ही नदारत है। शासन की महत्वपूर्ण योजनाओं को लापरवाह और भ्रष्ट मैदानी अमला किस तरह पलीता लगा रहा है, गुरूवार को जिला मुख्यालय पन्ना के समीपी ग्राम जनवार में इसकी बानगी देखने को मिली।

आंगनवाड़ी केन्द्र जनवार –

रडार न्यूज की टीम समाजिक कार्यकर्ताओं के साथ सुबह 8ः40 बजे जनवार की आदिवासी बस्ती पहुंची तो वहां आंगनवाड़ी केन्द्र में ताला लटक रहा था। केन्द्र के बाजू में स्थित हैण्डपम्प पर नहाने आये बच्चे वहां भीड़ होने के कारण अपना नम्बर आने के इंजतार में आंगनवाड़ी की सीढ़ियों में बैठे खेल रहे थे। पास में रहने वाली केशकली पत्नी बाना आदिवासी ने चर्चा के दौरान बताया कि आंगनवाड़ी में बच्चों को नाश्ता नहीं मिलता, दोपहर के समय सिर्फ भोजन मिलता है। केशकली की चार साल की बेटी का नाम इसी आंगनवाड़ी में दर्ज है। उसने बताया कि सहायिका सियाबाई आदिवासी सुबह करीब 10 बजे आंगनवाड़ी खोलती है। इस केन्द्र में पदस्थ कार्यकर्ता शोभा यादव पन्ना में रहती है और वे महीने में दो-चार दिन ही कुछ घंटों के लिए आती है।

आंगनवाड़ी केन्द्र नवीन झालर-

झालर के आंगनवाड़ी केन्द्र में लटकता ताला।

जनवार के समीप स्थित विस्थापित ग्राम नवीन झालर की आंगनवाड़ी भी बंद मिली। सुबह 9ः27 बजे केन्द्र पर ताला लटक रहा था। सहायिका जमुना यादव को उसके घर से बुलाकर जब केन्द्र न खुलने का कारण पूंछा तो बताया गया कि गर्मी अधिक होने के कारण बच्चे नहीं आते। दोपहर के समय कुछ बच्चे सिर्फ खाना खाने के लिए ही केन्द्र में आते है। यहां पर भी बच्चों को नाश्ता का वितरण नहीं हो रहा है। सहायिका जमुना यादव ने बताया कि उनके केन्द्र पर 0 से लेकर 6 वर्ष तक के कुल 20 बच्चे दर्ज है। इस केन्द्र की आंगनवाड़ी कार्यकर्ता नयनतारा श्रीवास्तव पन्ना में रहती है, जोकि यदाकदा ही नवीन झालर आती है। आंगनवाड़ी का अपना कोई भवन न होने से यह एक कच्चे जर्जर मकान में संचालित हो रही है।

मिनी आंगनवाड़ी केन्द्र जनवार-

समाजिक कार्यकर्ताओं और पत्रकारों को जानकारी देती आंगनवाड़ी कार्यकर्ता विमलेश यादव।

नवीन झालर ग्राम से वापिस लौटते हुए पुनः जनवार पहुंचने पर मुख्य मार्ग किनारे प्राथमिक शाला भवन में संचालित मिनी आंगनवाड़ी केन्द्र में प्रातः 10ः47 बजे तक एक भी बच्चा उपस्थित नहीं था। जबकि इस केन्द्र में 60 बच्चे दर्ज है। जिसमें 3 से 6 वर्ष तक के बच्चों की संख्या 26 बताई गई है। केन्द्र में रसोईया के साथ बैठी कार्यकर्ता विमलेश यादव अपनी दैनिक रिपोर्टिंग की कागजी खानापूर्ति कर रहीं थी। गौर करने वाली बात यह है कि इस केन्द्र में ही अकेले 11 कुपोषित बच्चे दर्ज है। जिनमें से कुछ मध्यम श्रेणी के कुपोषित है। बच्चों की अनुपस्थिति के सवाल पर कार्यकर्ता ने बिना किसी लाग-लपेट के बताया कि गर्मी अधिक होने के कारण बच्चों को उनके अभिभावक केन्द्र पर नहीं भेजते। दोपहर में भोजन पकने पर कुछ बच्चों को बुलाकर खाना खिला देते है। इस केन्द्र पर भी बच्चों को नाश्ता न मिलने की बात सामने आई है।

नहीं होती सतत् निगरानी-

             मालूम हो कि वर्तमान में आंगनवाड़ी केन्द्रों की दैनिक रिपोर्टिंग मोबाईल एप्प के जरिये आॅनलाईन हो रही है। जिसमें दैनिक उपस्थिति से लेकर बच्चों के वजन, गृह भेंट, पोषण आहार वितरण आदि की जानकारी प्रतिदिन दर्ज की जाती है। मिनी आंगनवाड़ी केन्द्र जनवार की कार्यकर्ता विमलेश यादव ने दैनिक रिपोर्टिंग की हकीकत बयान करते हुए कहा कि जिस दिन 10-12 बच्चे भोजन करने आते है उस दिन का फोटो अपलोड करतीं है। जिस दिन बच्चे कम होते है उस दिन का फोटो पोस्ट नहीं करतीं ताकि कम उपस्थिति को लेकर सवाल खड़े न हो। इससे साफ जाहिर है कि व्यवस्था बेहतर बनाने और पारदर्शिता बढ़ाने के नाम पर रिपोर्टिंग के तौर-तरीकों में समय के साथ भले ही तकनीकी बदलाव हो चुका है लेकिन योजनाओं के क्रियान्वयन की स्थिति में कोई खास सुधार नहीं हुआ है। आंगनवाड़ी केन्द्रों की इस बदहाली के ही कारण पन्ना जिले के माथे पर लगे गंभीर कुपोषण, शिशु मृत्यु दर की अधिकता और बाल मृत्यु दर के कलंक मिट नहीं पा रहे है। आंगनवाड़ी केन्द्रों के संचालन में व्याप्त भर्रेशाही के मद्देनजर क्षेत्रीय सुपरवाईजर और एकीकृत बाल विकास परियोजना अधिकारी की भूमिका पर भी प्रश्न चिन्ह लग रहा है।

शालाओं के नहीं खुलते ताले-

ग्रीष्मकालीन अवकाश में ठप्प पड़ी शालाओं में मध्यान्ह भोजन वितरण व्यवस्था।

                ग्राम नवीन झालर की प्राथमिक शाला और जनवार स्थित प्राथमिक व माध्यमिक शाला में ग्रीष्मकालीन अवकाश के समय बच्चों को मध्यान्ह भोजन का वितरण नहीं हो रहा है। पृथ्वी ट्रस्ट के अध्यक्ष यूसुफ बेग व रविकांत पाठक से चर्चा के दौरान पहचान उजागर न करने की शर्त पर ग्रामीणों ने बताया कि जब से गर्मी की छुट्टियां पड़ी है तब से एक भी दिन शाला के बच्चों को मध्यान्ह भोजन नहीं बांटा गया है। आंगनवाडी के दो-चार बच्चों को घरों से लाकर मध्यान्ह भोजन वितरण की औपचारिकता पूरी की जा रही है। ग्रामीणों ने बताया कि झालर और जनवार की शालाओं के जब ताले ही नहीं खुलते तो वहां मध्यान्ह भोजन वितरण का सवाल ही नहीं उठता।

इनका कहना है-

      ‘‘यह बात सही है कि कई आंगनवाड़ी केन्द्र नियमित रूप से नहीं खुल रहे है। उनकी कार्यकर्ता और सुपरवाईजर अपने मुख्यालय में निवास नहीं कर रही है। इन सभी के विरूद्ध लगातार कार्रवाई की जा रही है। आपके द्वारा दी गई जानकारी के अनुसार संबंधितों को नोटिस जारी कर उनसे जवाब तलब किया जायेगा।‘‘
