टूरिस्ट वीजा पर भारत से तेलुगू लड़कियों को बुलाकर कराई जाती थी वैश्यावृत्ति
पति-पत्नि मिलकर चलाते थे रैकेट, घर पर पड़े छापों में मिले अहम सबूत
अमेरीका में पुलिस को एक सेक्स रैकेट के बारे में पता चला है जिसमें तेलुगू सिनेमा से जुड़ी लड़कियां और हीरोइनें शामिल हैं। शिकागो इस रैकेट का केंद्र है। पुलिस ने एक तेलुगू जोड़े को गिरफ्तार किया है जिन पर ये रैकेट चलाने का आरोप है। फेडरल पुलिस के मुताबिक अमरीका में होने वाले तेलुगू और अन्य सांस्कृतिक आयोजनों में हिस्सा लेने के नाम पर तेलुगू सिनेमा के कलाकारों को बुलाया जाता है और उनसे वेश्यावृत्ति कराई जाती है।
होमलैंड सिक्योरिटी के स्पेशल एजेंट ब्रायन जिन ने बताया, 34 साल के किशन मोडुगमुडी इस रैकेट के मास्टरमाइंड हैं और उनकी पत्नी चंद्रकला मोडुगमुडी उसकी बिजनेस पार्टनर। उन्होंने इलिनॉय कोर्ट में एक याचिका भी डाली है।
किशन को लोग राज चेन्नुपति के नाम से भी जानते हैं। उसकी पत्नी चंद्रकला को विभा और विभा जया के नाम से भी जाना जाता है। कोर्ट में दाखिल 42 पेज की याचिका में सेक्स रैकेट में शामिल महिलाओं की पहचान नहीं बताई गई है। याचिका में उन्हें ए, बी, सी, डी जैसे कोड नाम दिए गए हैं।
जांच अधिकारियों ने सेक्स रैकेट की पीड़ित लड़कियों के अलावा कुछ ग्राहकों से भी पूछताछ की है। अधिकारियों ने कोर्ट को बताया है कि आरोपियों के घर से कुछ डायरियां और धंधे के हिसाब-किताब भी मिले हैं। डायरियों और खाते में हीरोइनों के साथ-साथ उनके ग्राहकों के भी नाम दर्ज हैं।
सेक्स रैकेट का पता कैसे चला?-
स्पेशल एजेंट ब्रायन के हलफनामे के मुताबिक 20 नवंबर 2017 को दिल्ली से एक लड़की शिकागो के ओश्हेयर इंटरनेशनल एयरपोर्ट पहुंची थी। हलफनामे में उस लड़की को श्एश् कहा गया है। उसके पास बी1ध्बी2 टूरिस्ट वीजा था जो दिल्ली में अमरीकी दूतावास से जारी हुआ था। एयरपोर्ट पर उस लड़की ने इमिग्रेशन के जो कागजात सौंपे, उसके मुताबिक उसे 18 नवंबर 2017 को दक्षिण कैलिफोर्निया तेलुगू एसोसिएशन की ओर से सम्मानित किया जाना था। दूसरे कागजातों में कहा गया था कि उसे कैलिफोर्निया तेलुगू एसोसिएशन की स्टार नाइट में शामिल होना था और वह अमरीका में 10 दिन रहने वाली थी। इमिग्रेशन अधिकारियों को शक हुआ क्योंकि लड़की को 18 नवंबर को कैलिफोर्निया में होने वाले इवेंट में शामिल होना था, जबकि वह दो दिन बाद शिकागो एयरपोर्ट पर उतरी थी। जब उससे इस बारे में पूछताछ की गई तो उसने बताया कि वह नॉर्थ अमरीका तेलुगू सोसाइटी के कार्यक्रम में हिस्सा लेने आई है। उसने एक चिट्ठी भी दिखाई जिसमें कहा गया था कि वह 25 नवंबर 2017 को इलिनॉय के स्कैमबर्ग में होने वाले एक कांफ्रेंस में मेहमान है।
तेलुगू एसोसिएशनों को हीरोइन की जानकारी नहीं-
अधिकारियों ने जब दक्षिण कैलिफोर्निया के तेलुगू एसोसिएशन के अध्यक्ष से बात की तो उन्होंने बताया कि 18 नवंबर को कैलिफोर्निया में उनका एक कार्यक्रम था, मगर वे उस हीरोइन को नहीं जानते। ना ही वह उनकी मेहमान है। उत्तर अमरीका तेलुगू एसोसिएशन के अफसरों ने बताया कि न तो वे उस हीरोइन को जानते हैं, न ही 25 नवंबर को उनका कोई कार्यक्रम था। इतनी जानकारियां मिलने के बाद अधिकारियों ने उस लड़की से अमरीका आने की असल वजह पूछी। उसने बताया कि तेलुगू एसोसिएशनों के ये निमंत्रण पत्र उसे राजू नाम के एक व्यक्ति ने दिए थे, जिससे वह भारत में मिली थी। राजू ने ही उसके एयर टिकट और होटल का किराया भरा था। वह एयरपोर्ट पर भी उसे रिसीव करने आने वाले थे। उस लड़की ने अधिकारियों को राजू की ई-मेल आईडी और फोन नंबर भी दिए। जांच में अधिकारियों को एक इंटरनेट पोस्ट का पता चला जिसमें कहा गया था कि किशन मोडुगमुडी उर्फ राज चेन्नुपति कुछ फिल्मी कलाकारों को वेश्यावृत्ति में शामिल करना चाह रहा है, वह फर्जी वीजे पर लड़कियों को अमरीका बुलाता है और उन्हें सेक्स रैकेट में शामिल करता है। शिकागो में विभा जयम उसका सहयोग करती है। दिल्ली से आई लड़की से मिली ई-मेल आईडी और फोन नंबर से पता चला कि वे किशन मोडुगमुडी के हैं। उसके पास एक अन्य ईमेल आईडी भी है। ई-मेल आईडी से ही शिकागो में उसके घर का पता लगाया गया।
नेवार्क एयरपोर्ट पर दूसरी हीरोइन-
इमिग्रेशन अधिकारियों ने नेवार्क एयरपोर्ट पर एक दूसरी महिला से पूछताछ की जो 26 नवंबर 2017 को मुंबई से आई थी। वीजा कागजातों से पता चला कि वह कई अलग-अलग सांस्कृतिक कार्यक्रमों में शामिल हुई थी और तीन महीने तक अमरीका में रहने वाली थी। वीजा कागजातों में कहा गया था कि वह एक अदाकारा है और एक इवेंट में सम्मानित अतिथि के तौर पर आई है। इस महिला ने अधिकारियों को बताया कि उन्हें वीजा दिलाने में श्राजू गारूश् नाम के एक व्यक्ति ने मदद की थी। यह महिला टेक्सस के इरविंग में नए साल के जश्न के मौके पर हॉलीवुड डांस में परफॉर्म करना चाहती थी।
वेश्यावृत्ति की ओर धकेला-
हीरोइन ने बताया कि वह राजू गारू की ओर से आयोजित एक सांस्कृतिक कार्यक्रम में हिस्सा लेने पेन्सिलवेनिया भी आ चुकी हैं। उस दौरे में उनसे जबरन वेश्यावृत्ति कराई गई थी। उन्होंने बताया कि वह वेश्यावृत्ति में शामिल नहीं है। उन्होंने ग्राहकों के साथ कुछ वक्त बिताया था और उनसे वहां से निकलने का रास्ता पूछा था। उन ग्राहकों ने ही उन्हें यह सलाह दी थी कि वह विभा को बताए कि उसका काम हो गया है जिससे कि वह वापसी के टिकट का इंतजाम कर दे। पिछले दौरे पर विभा के साथ वह चार अलग-अलग शहरों में गई थीं, जहां ग्राहकों को उनके कमरे में भेजा जाता था। शिकागो में उन्हें एक घर में रखा गया था। कोर्ट में दाखिल याचिका के अनुसार इस महिला को वीजा नहीं दिया गया और नेवार्क से वापस भेज दिया गया।
पीड़ित लड़कियों को फोन पर धमकी-
जांच के दौरान इस महिला से नई दिल्ली में भी पूछताछ की गई। तस्वीर देखकर उन्होंने किशन मोडुगमुडी उर्फ राजू की पहचान कर ली। वीजा नहीं मिलने पर राजू ने उन्हें फोन पर धमकी दी कि वह उसके बिजनेस के बारे में किसी को कुछ ना बताए वरना उसकी हत्या कर दी जाएगी। उन्होंने बताया कि शिकागो में उन्हें जिस घर में रखा गया था, वहां से उन्हें अकेले बाहर जाने की इजाजत नहीं थी। उन पर नजर रखने के लिए हर वक्त किसी ना किसी को उनके साथ भेजा जाता था।
और भी कई पीड़ित-
पीड़ित लड़की ने दो और चिट्ठियां दिखाईं जो उनके वीजा आवेदन में लगाए गए थे। ये तेलंगाना पीपुल्स एसोसिएशन ऑफ डलास और तेलुगू एसोसिएशन ऑफ नॉर्थ अमरीका के थे। दोनों ही संस्थाओं ने उन चिट्ठियों को फर्जी बताया। जांच से पता चला कि 2016 से 2017 के दौरान कई लड़कियां किशन की मदद से अमरीका आईं। याचिका में उन्हें पीड़ित बी, सी, डी, ई कहा गया है। एक महिला (पीड़ित बी) 24 दिसंबर 2017 को शिकागो पहुंची थीं और 8 जनवरी 2018 को वापस लौटीं।
वीजा खत्म, फिर भी अमरीका में रहे किशन और विभा-
किशन तेलुगू फिल्मों के प्रोड्यूसर नहीं हैं। उन्होंने कुछ फिल्मों को को-प्रोड्यूस किया है। 2014 में उन्होंने दो बार वीजा के लिए आवेदन किया। लेकिन उन्होंने फर्जी कागजात पेश किए थे, इसलिए उन्हें वीजा नहीं मिला। बाद में 2015 में वीजा मिलने पर वह 6 अप्रैल को शिकागो आए। उनका वीजा 5 अक्टूबर 2015 तक वैध था। लेकिन वह वापस नहीं लौटे। इसी तरह चंद्रकला मोडुगमुडी 11 अगस्त को शिकागो पहुंची थीं। उसका वीजा 10 फरवरी 2016 तक वैध था, जिसे उन्होंने 8 अगस्त 2016 तक बढ़वा लिया। अगस्त में जब वह दूसरी बार वीजा अवधि बढ़वाने के लिए पहुंचीं, तब अधिकारियों ने उनकी अर्जी खारिज कर दी। 23 जनवरी को किशन और चंद्रकला को ओहायो के टिफिन से गिरफ्तार कर लिया गया। उनको यूएस बॉर्डर पेट्रोल के अधिकारियों ने पकड़ा। 23 फरवरी को उनको जमानत पर रिहा किया गया, लेकिन वे जांच में शामिल नहीं हुए।
ग्राहकों से फोन पर सौदेबाजी-
16 फरवरी 2018 को अधिकारियों ने किशन और चंद्रकला के घरों पर छापे मारे तो वहां से 70 कंडोम, फर्जी आवासीय कार्ड, अमरीकी तेलुगू एसोसिएशनों के लेटर हेड वाली फर्जी चिट्ठियां, विजिटिंग कार्ड, डायरी और हिसाब-किताब मिले। डायरियों और 4 मोबाइल फोन से सेक्स रैकेट की बात सामने आई।
वे ग्राहकों से एक बार के हजार डॉलर, दो बार के दो हजार डॉलर और 100 डॉलर की टिप पर बात करते थे। वे ग्राहकों को बताते थे कि तेलुगू सिनेमा की हीरोइन या एंकर बहुत कम दिनों के लिए अमरीका में रहेगी। हर सौदे, लेन-देन और आने-जाने का ब्योरा डायरियों में लिखा जाता था।
जांच अधिकारियों ने कोर्ट में ग्राहकों से बातचीत के कुछ ब्योरे भी जमा कराए हैं। इन ब्योरों की मदद से एक ग्राहक से और जानकारियां जुटाई गईं। इन ब्योरों से यह साफ होता है किशन और चंद्रकला भारत से जवान लड़कियों को अमरीका लाकर वेश्यावृत्ति करा रहे थे। अभियुक्तों को 29 अप्रैल को इलिनॉय कोर्ट में पेश किया गया। जांच अभी जारी है।
