आलोक श्रीवास्तव की लिखी ये पंक्तियां धरती का जन्नत कहे जाने वाले कश्मीर की ख़ूबसूरती बयां करती हैं। एक ऐसी जगह जहां प्रकृति ने दिल खोल कर अपना प्यार बरसाया है। बर्फ से ढकी पहाड़ियों के साथ बहती डल झील किसी का भी मन मोह लेती है।
लेकिन इंसानी नफरत ने प्रकृति के प्यार को स्याह करने का काम किया है। इस जन्नत का एक दूसरा रूप भी है जो डर और दहशत से भरा हुआ है। भारत प्रशासित कश्मीर नफरत की आग में झुलस रहा है।
दंगे, विरोध प्रदर्शन, सड़कों पर पथराव, कर्फ्यू और सैन्य कार्रवाइयां यहां आम-सी बात हैं। कश्मीर के इन हालात को देश और दुनिया के बाकी हिस्सों से रूबरू करवाने वाली जमात यानी यहां काम करने वाले पत्रकार भी अक्सर इनका शिकार होते रहते हैं।
हाल में श्राइजिंग कश्मीरश् अख़बार के संपादक शुजात बुखारी की हत्या ने वादी में काम करने वाले पत्रकारों के भीतर दबे डर को एक बार फिर उजागर कर दिया है।

भारत प्रशासित कश्मीर के ही रहने वाले शुजात बुखारी पिछले 30 सालों से पत्रकार के तौर पर काम कर रहे थे। वे कश्मीर में शांति स्थापित करने की कोशिशों में भी लगे रहते थे।
उनके साथ काम करने वाले तमाम पत्रकार उन्हें कश्मीर की एक आजाद आवाज कहते हैं। शुजात जितनी गहराई से अलगाववादियों की बात जनता के सामने रखते थे उतनी ही तल्लीनता से वे सरकार का पक्ष भी बताते थे।
कश्मीर में रिपोर्टिंग करने वाले पत्रकार सोहैल शाह ने अपने करियर की शुरुआत राइजिंग कश्मीर से ही की थी।
रिपोर्टिंग के दौरान आने वाली मुश्किलों के बारे में सोहैल बताते हैं कि यहां सबसे बड़ी समस्या है कि आप पूरी तरह निष्पक्ष नहीं रह पाते। अगर आप निष्पक्ष रहते हैं तो दोनों ही तरफ से मार खाते हैं।
सोहैल कहते हैं, ”कश्मीर एक संघर्षरत इलाका है, आमतौर पर ऐसी जगह जहां दंगे हो रहे हों वहां पत्रकारों के लिए सुरक्षा के इंतजाम होते हैं। लेकिन कश्मीर में ऐसा बिल्कुल नहीं होता। यहां तक कि कई ऐसे मौके होते हैं जब किसी दंगे या संघर्ष को कवर करते हुए रिपोर्टर को ही पीट दिया जाता है।”

मीडिया की तरफ कश्मीरी लोगों का रुख
कश्मीर में रहने वाले लोग अक्सर शिकायत करते हैं कि उन्हें मुख्यधारा की मीडिया में जगह नहीं दी जाती। कई बार ऐसी ख़बरें भी सुनने को मिलती हैं कि कश्मीर से समाचारों को श्फिल्टरश् करने के बाद देश के बाकी हिस्से तक पहुंचाया जाता है।
ऐसे हालात में कश्मीरी लोगों का मीडिया की तरफ कैसा रुख रहता है, यह जानना बेहद अहम हो जाता है। इस बारे में सोहैल बताते हैं कि कश्मीर के लोग आमतौर पर पत्रकारों को भरोसे की नजरों से नहीं देखते।
वे कहते हैं, ”जिस तरह से राष्ट्रीय चैनलों में कश्मीर की रिपोर्टिंग होती है, उनमें बहुत-सी चीजें अपने अनुसार ढाल दी जाती हैं। इससे कश्मीर की अवाम काफी नाराज रहती है और उनकी यह नाराजगी हम जैसे स्थानीय रिपोर्टरों को झेलनी पड़ती है। आम लोग राष्ट्रीय चैनल और स्थानीय चैनलों का फर्क नहीं समझते और इसी वजह से हमें भी शक की नजरों से देखते हैं।”

बंदूक और राजनीति का दबाव-
पत्रकारिता के दौरान रिपोर्टर को कई तरह के दबाव का सामना करना पड़ता है, इसमें राजनीतिक और सामाजिक दबाव दोनों शामिल होते हैं।
कश्मीर में रिपोर्टिंग की बात करें तो वहां रिपोर्टर को राजनीतिक दबाव के साथ-साथ बंदूक का दबाव भी झेलना पड़ता है। कश्मीर टाइम्स की कार्यकारी संपादक अनुराधा भसीन इस बारे में कहती हैं कि इतने दबाव के बीच अपनी ख़बरों में संतुलन बनाए रखना बहुत मुश्किल होता है।
वे बताती हैं, कश्मीर में दोनों तरफ से बंदूकों का दबाव होता है, उसके बाद राजनीतिक दबाव हमेशा रहता ही है, इन सब के बाद जनता के गुस्से का दबाव रिपोर्टिंग को प्रभावित करता है। ऐसे में अपनी रिपोर्ट में संतुलन बनाए रखना बहुत मुश्किल हो जाता है। शुजात बुखारी इन्हीं दबावों के बीच अपनी रिपोर्टिंग में संतुलन बनाने की कोशिशें कर रहे थे और काफी हद तक उसमें कामयाब भी रहे थे।

बाहरी रिपोर्टर के लिए कश्मीर की रिपोर्टिंग
जब कश्मीर में रहने वाले स्थानीय रिपोर्टर को ही अपने इलाके में इतनी चुनौतियों का सामना करना पड़ता है तो ऐसे में देश के दूसरे हिस्सों से कश्मीर पहुंचकर रिपोर्टिंग करना कितना चुनौतीपूर्ण होगा इसका अंदाजा लगाया जा सकता है। साल 2016 में जब हिज्बुल मुजाहिदीन के कमांडर बुरहान वानी की पुलिस एनकाउंटर में मौत हुई तो पूरे कश्मीर में विरोध प्रदर्शनों का दौर शुरू हो गया। कई जगह पत्थरबाजी की घटनाएं बढ़ गई थीं और इस दौरान कर्फ्यू भी लगाया गया था। ऐसे ही माहौल में दिल्ली से कश्मीर पहुंची स्वतंत्र पत्रकार प्रदीपिका सारस्वत अपने अनुभव के बारे में बताती हैं कि पहली बार किसी एनकाउंटर को क़वर करना उनके लिए बेहद मुश्किल और चुनौतीपूर्ण था।
वे कहती हैं, मैं पुलवामा के पास त्राल इलाके में थी, वहां एक एनकाउंटर चल रहा था और मैं कुछ स्थानीय लोगों से बातें कर रही थी। इस बीच मैंने अपना फोन देखा तो उसमें सिग्नल गायब थे। इंटरनेट तो दूर आप किसी को कॉल भी नहीं कर सकते थे। बाहर से आने वालों को यह सब बहुत अजीब लगता है, हालांकि धीरे-धीरे हमें इसकी आदत होने लगती है।

एक सवाल यह भी उठता है कि आखिर देश के बाकी हिस्सों से कश्मीर में रिपोर्टिंग किस तरह अलग हो जाती है। इसका जवाब प्रदीपिका कुछ यूं देती हैं, कश्मीर एक ऐसी जगह है जहां लगभग हर कोई एक-दूसरे को पहचान रहा होता है, बहुत जल्दी ही रिपोर्टर तमाम तरह के समूह और एजेंसियों के रडार में आने लगते हैं। उनकी रिपोर्टों पर चर्चाएं होने लगती हैं, यह जांचा जाने लगता है कि किस रिपोर्टर का झुकाव किस तरफ है।
प्रदीपिका कहती हैं, मुझे बाकी पत्रकारों से मालूम चलता था कि कश्मीर के लोग मेरे बारे में जानकारी जुटा रहे हैं, फोन कॉल टेप होने जैसी बातें मालूम चलती थीं तो डर लगने लगता था। दिल्ली में रिपोर्टिंग करते हुए यह सब नहीं होता। ऊपर से एक लड़की होना और हिंदू होने पर स्थानीय लोग ही आईडी मांगने लगते थे।
बुरहान वानी एनकाउंटर के वक्त भारत प्रशासित कश्मीर में रिपोर्टिंग के लिए पहुंचे बीबीसी संवाददाता जुबैर अहमद ने भी अपने अनुभव उस समय साझा किए थे, जिसमें उन्होंने भारत प्रशासित कश्मीर में रिपोर्टिंग को सबसे कठिन काम बताया था। जनता की आंख-नाक-कान कहे जाने वाले रिपोर्टर एक बार फिर कश्मीर में डरा हुआ महसूस कर रहे हैं। साथ ही वादी में निष्पक्ष आवाज के मूक हो जाने का डर फिर से सताने लगा है।
