पन्ना/मोहन्द्रा-रडार न्यूज  पन्ना जिले के पवई विकासखण्ड अंतर्गत मोहन्द्रा के समीप प्रसिद्ध धार्मिक स्थल भुवनेश्वर मंदिर के किनारे बने अम्हां के राजा बांध की अत्यंत ही जर्जर स्थिति देखकर यह सवाल सहज ही मन में उठता है कि जल संसाधन विभाग और जिला प्रशासन क्या वाकई प्राचीन जल सरचनाओं के सरंक्षण को लेकर गंभीर है। क्योंकि इनके संरक्षण के बिना वर्षा जल की बूंद-बूंद को सहेजने और भू-जल संवर्धन की परिकल्पना करना भी मुश्किल है। क्षेत्र के किसानों के लिए वरदान बने इस बांध की बदहाली के कारण पिछले कुछ सालों से इसका आधा पानी फिजूल ही बह जाता है। फलस्वरूप कृषि सीजन में किसानों को अपनी जरूरत के मुताबिक फसल की सिंचाई के लिए पानी नहीं मिल पा रहा है। जिससे प्रभावित किसानों में आक्रोश और असंतोष व्याप्त है। यहां स्थाई चैकीदार के आभाव में क्षेत्र के दबंग और असमाजिक तत्व छोटी-मोटी जरूरतों के लिए मनमाने तरीके से जब चाहे लापरवाहीपूर्वक बांध के गेट खोल देते है। परिणामस्वरूप गेट के क्षतिग्रस्त होने से बांध का पानी तब तक बहता रहता है जब तक कि पानी का लेवल स्लूस गेट के नीचे नहीं चला जाता। पिछले साल फिजूल बहते पानी को रोकने के लिए अंचल के किसान क्षतिग्रस्त गेट की मरम्मत कराने की गुहार लगाते रहे लेकिन जल संसाधन विभाग के तकनीकी अधिकारियों के कानों में जूं तक नहीं रेंगी। आज नतीजा ये है कि बांध का पानी खाली होने से इसकी सतह दिखने लगी है। स्थानीय किसानों की मानें तो पिछले पच्चीस साल में हमेशा मई और जून के महीने में बांध का जलस्तर सतह से दस फीट ऊपर ही रहा पर अब तो आधा बांध ही पूरी तरह सूख चुका है और उसकी सतह साफ नजर आ रही है। शेष आधे बांध में बमुश्किल एक-दो फिट पानी बचा है। सर्वविदित है कि अल्प वर्षा के चलते पन्ना जिला जल आभावग्रस्त घोषित है। प्रचण्ड गर्मी के इस बेहद कठिन और चुनौतीपूर्ण समय में अम्हां बांध के रीत जाने का दुष्प्रभाव क्षेत्र के हैण्डपम्प और कुओं का जल स्तर काफी नीचे जाने के रूप में साफ नजर आ रहा है। जिससे बांध क्षेत्र की परिधि में रहने वाले लोगों को जल संकट का सामना करना पड़ रहा है।

मरम्मत की है दरकार-

                   अम्हां बांध का स्लूस गेट अत्यंत ही जर्जर हो चुका है। स्लूस गेट को मजबूती देने के लिए निर्मित बोल्डर-पत्थर की पक्की संरचना काफी क्षतिग्रस्त हो चुकी है। इसके एक हिस्से के बोल्डर उखड़ने से बारिश के समय बांध में पानी की आवक बढ़ने पर भराव के दबाव के कारण बांध के फूटने की आंशका क्षेत्र के किसान जता रहे है। यदि शीघ्र ही जिम्मेदारों ने इस ओर ध्यान नहीं दिया तो घटिया निर्माण के चलते करोड़ों की लागत के बांध फूटने के लिए बुरी तरह बदनाम हो चुके पन्ना जिले से आगामी मानसून सीजन में एक और बांध के फूटने की खबर आ सकती है। अंचल के किसान इस बात को लेकर परेशान है कि उनकी आशंका यदि सच साबित हुई तो व्यापक नुकसान भी उन्हें उठाना पड़ सकता है। पन्ना के माथे पर एक और बांध के फूटने का कलंक न लगे। इसके लिए जरूरी है कि समय रहते तत्परता से अम्हां बांध सहित इस स्थिति में पहुंच चुके अन्य बांधों का गहन निरीक्षण कर उनकी आवश्यक मरम्मत कराई जाये।

अनगिनत जगह से फूटी कैनाल-

                अम्हां बांध से निकलने वाली नहर भी बदहाल स्थिति में है। नहर के जगह-जगह से क्षतिग्रस्त होने तथा भराव आदि के चलते अम्हां बांध से होने वाली सिंचाई का रकबा लगातार तेजी से घट रहा है। जिम्मेदारों की घोर उदासीनता के कारण बांध में होने वाले भराव के मद्देनजर इसकी रूपांकित सिंचाई क्षमता के अनुसार धरातल पर 20 प्रतिशत सिंचाई भी नहीं हो पा रही है। पन्ना जिले में जल संसाधन विभाग द्वारा कागजों पर इसी तरह सिंचाई का रकबा बढ़ाने का खेल कई सालों से खेला जा रहा है। बिडम्बना यह है कि जमीनी हकीकत जानने के बावजूद प्रशासन और सरकार में बैठे लोग इसे अपनी उपलब्धि बताते हुए खुद ही पीठ थपथपाने में लगे है। किसानों की आय दोगुनी करने के लिए ‘‘पर ड्राॅप मोर क्राॅप‘‘ का नारा देने वालों में राज में सिंचाई तालाबों-नहरों की बदहाली देखते हुए यह कोरी जुमलेबाजी नजर आती है।

 

इनका कहना है-

                 ‘‘जल संसाधन विभाग के विद्युत यांत्रिकी शाखा की टीम वर्तमान में शाहनगर क्षेत्र के सिंचाई जलाशयों के गेट सुधार और आवश्यकतानुसार मरम्मत का कार्य कर रही है। अम्हां बांध को किसी भी सूरत में फूटने नहीं देगें, शीघ्र ही इसका भी सुधार प्राथमिकता से कराया जायेगा। बारिश के पूर्व पवई संभाग के अंतर्गत आने वाले सभी तालाबों का सुधार कार्य कराना हमारा लक्ष्य है।‘‘
