छतरपुर में स्वीकृत है डम्प, पन्ना में बेंचे गये पिटपास
प्रशासन की मिलीभगत से सालभर से चल रहा था फर्जीवाड़ा
पन्ना। रडार न्यूज खनिज सम्पदा के बेइंतहां दोहन के मामले में बुन्देलखण्ड का बेल्लारी बन चुके पन्ना जिले में पत्थर की अवैध खदानों से लेकर रेत की व्यापक तस्करी में करोड़ों के ई-पिटपास की अवैध बिक्री का हैरान करने वाला मामला सामने आया है। पन्ना की केन नदी में लम्बे समय से चल रही अवैध खदानों से निकलने वाली रेत के परिवहन के लिए पड़ोसी जिला छतरपुर के भैरा स्थित डम्प के पिटपास खुलेआम बेंचे जा रहे थे। करीब एक साल से चल रहे इस फर्जीवाड़े का खुलासा अब जाकर हुआ है। शनिवार को अजयगढ़ थाना के निरीक्षक वीरेन्द्र बहादुर सिंह की सूचना पर किशनपुर में स्थित अशोक पटेल के मकान में संचालित भैरा डम्प के आॅफिस में छापामार कार्यवाही करते हुए पिछले दो दिनों में जारी किये गये ई-पिटपास जब्त किये है। इस मामले में पुलिस ने आॅफिस में मौजूद अशीष पिता राकेश शुक्ला 25 वर्ष को गिरफतार किया है। पुलिस ने ई-पिटपास जारी करने में उपयोग होने वाले लेपटाॅप, प्रिंटर व एक रजिस्टर भी जब्त किया है। जिसमें माह फरवरी 2018 से लेकर अब तक जारी किये गये ई-पिटपास का विवरण दर्ज है।
एक आरोपी गिरफतार, मामला दर्ज-
गौरलबत है कि भैरा डम्प पड़ोसी जिला छतरपुर में स्वीकृत है। जबकि इसके भण्डारण ठेकेदार द्वारा गैर कानूनी तरीके से पन्ना जिले के अजयगढ़ क्षेत्र से निकलने वाली अवैध रेत के परिवहनकर्ताओं को ई-पिटपास बेंचे जा रहे थे। इसके लिए अजयगढ़ में बकायदा आॅफिस संचालित किया जा रहा था। इस मामले में पुलिस ने आशीष शुक्ला सहित भैरा डम्प से संबंधित व्यक्तियों के विरूद्ध आईपीसी की धारा 420 के तहत् धोखधड़ी करने का मामला दर्ज किया है। अजयगढ़ टीआई वीरेन्द्र बहादुर सिंह ने एक सवाल के जवाब में रडार न्यूज को बताया कि भण्डारण ठेकेदार द्वारा जारी किये जाने वाले ई-पिटपास फर्जी या वैध है इसकी जांच हेतु खनिज विभाग छतरपुर से आवश्यक जानकारी प्राप्त की जायेगी। पन्ना जिले में अब तक कितने पिटपास जारी किये गये है इसका पता जांच पूर्ण होेने पर ही चलेगा। उन्होंने बताया कि प्रथम दृष्टया दूसरे जिले में अवैध तरीके से पिटपास की बिक्री कर रेत की तस्करी को बढ़ावा देने पर कार्यवाही की गई है। ई-पिटपास के दुरूपयोग और बड़े पैमाने पर रेत की तस्करी का यह खेल सालभर से जिले के खनिज विभाग व अजयगढ़ के राजस्व-पुलिस अधिकारियों की मिलीभगत से चल रहा था।
6 से 8 हजार में जारी होता था पिटपास-
रेत के कारोबार से जुड़े सूत्रों की मानें तो भैरा डम्प द्वारा जारी किये पिटपासों पर केन नदी की हजारों ट्रक रेत का अब तक परिवहन हो चुका है। छापामार कार्यवाही में पकड़े गये आशीष शुक्ला पिता राकेश शुक्ला निवासी खडेहा थाना सरबई जिला छतरपुर ने पूंछतांछ में अजयगढ़ पुलिस को बताया कि प्रति घन मीटर 500 रूपये की दर से पिटपास जारी किया जाता था। एक ट्रक-डम्फर में करीब 12 से 16 घन मीटर तक रेत लोड की जाती है। अर्थात एक ट्रक-डम्फर को पिटपास 6 से 8 हजार रूपये में जारी किया जाता था। इनके द्वारा प्रतिदिन 50 से लेकर 100 ई-पिटपास बेंचे जाते थे।
खनिज विभाग भी करे जांच-
यह अलग बात है कि केन नदी का सीना छलनी कर अवैध रूप से निकाली जाने वाली रेत सस्ती मिलने और आसानी से पिटपास का जुगाड़ हो जाने के कारण पन्ना से रेत परिवहन करने वाले सभी भारी वाहनों में क्षमता से डेढ़ से दो गुना तक अधिक रेत का खुलेआम परिवहन किया जाता रहा है। भैरा डम्प के ई-पिटपास के दुरूपयोग से जुड़े मामले की तह तक पहुंचने के लिए पुलिस के साथ-साथ छतरपुर एवं पन्ना जिले के खनिज विभाग को भी अपनी ओर से जांच करनी चाहिए क्योंकि मामला भण्डारण की व्यापारिक अनुमति के दुरूपयोग से जुड़ा है।
