पन्ना। रडार न्यूज  नदियों के संरक्षण को लेकर प्रदेश सरकार की प्रतिबद्धता दूसरे वादों की तरह ही खोखली और झूठी साबित हो रही है। विभिन्न कार्यक्रमों में जल संरक्षण-संवर्धन पर भाषण देकर तालियां बटोरने वाले सत्तासीन ही दुर्भाग्य से नदियों के विनाश पर मूकदर्शक बने बैठे है। जिम्मेदारों के चरित्र का यह दोहरापन पर्यावरण विनाश के साथ-साथ नदियों की बर्बादी का कारण बन रहा है।

इसे बिडम्बना ही कहा जायेगा कि पिछले साल प्रदेश के मुखिया शिवराज सिंह चौहान ने नर्मदा परिक्रमा कर नदियों के सरंक्षण का संकल्प दोहराया था, लेकिन उन्हीं नाक के नीचे माफिया रेत के लिए दैत्याकार मशीनों से नदियों का सीना और कोख छलनी कर दिनदहाड़े बहुमूल्य खनिज सम्पदा पर डकैती डाल रहे है। शायद इसीलिए खनिज सम्पदा के अंधाधुंध दोहन के मामले में देश के टाॅप-3 राज्यों में मध्यप्रदेश का नाम शामिल है। यह कोई उपलब्धि नहीं बल्कि मध्यप्रदेश के माथे पर लगा एक कलंक है। देश का हृदय प्रदेश कहलाने वाला मध्यप्रदेश कोरे नारों से और विज्ञापनों में सपने दिखाकर विकास के मामले में नम्बर-1 राज्य तथा स्वर्णिम प्रदेश तो अब तक नहीं बना पर शिवराज सरकार में प्राकृतिक संसाधनों की लूट का अड्डा जरूर बन गया है। पिछले सात-आठ सालों से समूचे प्रदेश में शासन-प्रशासन के संरक्षण में रेत की लूट मची है। एमपी की प्रमुख नदियों चंबल, सोन, नर्मदा, केन, तवा, ब्यारमा, बेतवा, ताप्ती, कालीसिंध व इनकी सहायक नदियों को रेत के लिए रातदिन मशीनों से खोखला किया जा रहा है। अगर यकीन नहीं होता तो बुन्देलखण्ड का बेल्लारी बन चुके पन्ना आकर देख लें।

रात-दिन चल रहीं मशीनें-

पन्ना और छतरपुर जिले की प्राकृतिक सीमा रेखा बनी केन नदी को इन दोनों ही जिलों में सक्रिय रेत माफिया भयंकर नुकसान पहुंचा रहे है, जिसकी भरपाई हो पाना शायद संभव नहीं है। केन नदी का एक किनारा पन्ना में तो दूसरा छतरपुर जिले के आधिपत्य में आता है। इन दोनों ही जिलों में केन नदी पर तकरीबन दो दर्जन रेत खदानें स्वीकृत है। इनके अलावा दोनों जिलों में आधा सैकड़ा से अधिक अवैध खदानें हर समय खुलेआम चलती हैं। केन पट्टी क्षेत्र की चर्चाओं पर भरोसा करें तो स्वीकृत रेत खदानों व अवैध खदानों में प्रदेश सरकार के मंत्रियों के परिजन, क्षेत्रीय विधायक, सभी दलों के नेता, स्थानीय दबंग और आपराधिक तत्व सीधे तौर पर लिप्त है। दोनों ही जिलों में रेत की वैध-अवैध खदानें, राजस्व, पुलिस और खनिज विभाग के अधिकारियों की काली कमाई का बड़ा स्त्रोत बन चुकी है। केन नदी को किस बेदर्दी से लूटा जा रहा है, मोहना से लेकर रामनई तक करीब 40 किलोमीटर के दायरे में यहां हर तरफ तबाही-बर्बादी के अनगिनत निशान मौजूद है जिन्हें देखकर आंखे फटी रह जाती है। रेत निकालने के लिए वैध खदान ठेकेदारों द्वारा लगभग 40 किलोमीटर की लम्बाई में केन नदी को पोकलैण्ड मशीनों से रातदिन खोदा जा रहा है। प्रतिबंध के बावजूद दोनों ही जिलों के रेत ठेकेदार खदान की निर्धारित सीमा के बाहर खुलेआम कई किलोमीटर मशीनें चलवाकर पानी के अंदर से रेत निकाल रहे है। मानसून सीजन के पहले केन की ज्यादा से ज्यादा रेत लूटने की यहाँ हर तरफ होड़ मची है। पूर्णतः अवैध खदानें संचालित करने वाले माफिया भी रेत की डकैती में पीछे नहीं है।

खदानों में कई माह पूर्व समाप्त हो चुकी है रेत-

मझगायें खदान के समीप अवैध रेट से लोड होता हाइवा ।

मजेदार बात यह है कि पन्ना जिले की मझगांय, बरकोला, उदयपुर, बीरा क्रमांक-01, बीरा क्रमांक-02, सुनहरा, चंदौरा खदानों की रेत करीब तीन से चार माह पहले ही समाप्त हो चुकी है। इसकी जानकारी सभी जिम्मेदार प्रशासनिक अधिकारियों को है। बावजूद इसके रेत के डम्प की आड़ में इन खदानों के ठेकेदार नदी के अंदर कई किलोमीटर में मशीनों से रेत निकाल रहे है। दैत्याकार पोकलैण्ड और जेसीबी मशीनों के नुकीले जबड़े जब नदी की तलछट को नोंचते हुए रेत निकालते है तो जलीय जीव और वनस्पति भी नष्ट हो जाती है। नदी के अंदर की जैवविविधता और पर्यावर्णीय विनाश में अपनी संलिप्तता को छिपाने के लिए प्रशासनिक अधिकारी बड़ी ही चालाकी के साथ बीच-बीच में कार्यवाही के नाम पर दिखावा करते रहते है। परिणामस्‍वरूप्‍ा केन नदी के जिगनी घाट में चल रही राजनैतिक खदानों पर रोक लगाने में प्रशासन नाकाम रहा है। चंदौरा रेत खदान के नाम पर जिगनी घाट की रेत सरेआम निकाली जा रही है। आश्चर्य की बात है कि खदान ठेकेदारों के डम्प से रेत की लगातार लोडिंग के बावजूद भण्डारित रेत की मात्रा घटने की बजाय उल्टा हर दिन कई गुना बढ़ जाती है। यह चमत्कार ऐसे समय पर घटित हो रहा है जबकि स्वीकृत खदानों में रेत ही नहीं बची है। दरअसल ठेकेदार एक तरफ डम्प से रेत की बिक्री का धंधा चल रहे है तो वहीं दूसरी ओर नदी में जहां कहीं भी रेत मौजूद है मशीनों के जरिये उसे निकालकर ट्रेक्टर-ट्राली से डम्प तक परिवहन कराया जा रहा है। शाम ढलने पर कहीं-कहीं सीधे नदी से भी रेत की लोडिंग वाहनों में की जा रही है। एक अनुमान के मुताबिक छतरपुर और पन्‍ना जिले की वैध-अवैध खदानों से प्रतिदिन 500-700 ट्रक रेत निकाली जा रही है।

प्रशासन ने दी खुली छूट-

पन्ना में मची अराजकता का अंदाजा इस बात से लगाया जा सकता है कि कमीशन के चक्कर में जिम्मेदार प्रशासनिक अधिकारियों ने रेत खदान ठेकेदारों और माफियाओं को मनमानी करने की खुली छूट दे रखी है। बरकोला खदान में नदी के अंदर रेत छानने के लिए क्रेशर की तरह विशाल मशीन दो साल से लगी है लेकिन खनिज और राजस्व अधिकारियों की इस पर आज तक नजर नहीं पड़ी। उधर चांदीपाठी से लेकर चंदौरा नहर तिराहे तक रेत के वाहनों की आवाजाही को सुगम बनाने के लिए करीब 3 किलोमीटर में नदी में मिलने वाले विशेष किस्म के चिकने पत्थर (बटइयां) ठेकेदारों ने बिछा रखी है। महत्वपूर्ण सवाल यह है कि ठेकेदारों को रेत निकालने की लीज मिली है या फिर हर तरह से नदी का दोहन करने का पट्टा मिल गया है। इतनी बड़ी तादाद में बटैइया निकालकर नहर मार्ग पर बिछाने के बावजूद ठेकेदार के खिलाफ कार्यवाही करना तो दूर जिम्मेदारों ने पूंछतांछ करना भी उचित नहीं समझा। केन नदी में मिलने वाले विशेष किस्म के चिकने पत्थर बटइयां की बाहर अच्छी खासी मांग को देखते हुए बरकोला खदान ठेकेदार भी इसकी बिक्री का धंधा लम्बे समय से कर रहे है। अराजकता के इस माहोल के मद्देनज़र यदि शीघ्र ही केन नदी के अस्तित्व को बचाने के लिए ईमानदार पहल नहीं की गई तो मिढ़ासन की तरह यह भी बरसाती नदी बन सकती है। भावी पीढ़ी को यदि हम बेहतर कल देना चाहते है तो हमें अपनी सांस्कृतिक विरासत रूपी नदियों और पर्यावरण को बचाने के लिए तुरंत ही कुछ करना होगा।
