खदान की लीज समाप्त फिर भी जारी है पत्थर खनन
कल्दा पठार में खुलेआम चल रहीं है अवैध पत्थर खदानें
पन्ना। रडार न्यूज मध्यप्रदेश के पन्ना जिले में बहुमूल्य खनिज सम्पदा को पिछले कई सालाेें से शासन-प्रशासन के अघोषित संरक्षण मेें खुलेआम लूटा जा रहा है। अवैध खनन के मामले में बुन्देलखण्ड का बेल्लारी बन चुके इस जिले की हालत इतनी खराब है कि यहां पर हर तरफ अवैध उत्खनन चल रहा है। राजनेताओं-जनप्रतिनिधियों, माफियाआेें और प्रशासनिक अफसरों का भ्रष्ट गठबंधन रेत के लिए जहां नदी-नालों को खोखला कर रहा है, वहीं पत्थर-पटिया के लिए विंध्य पर्वत श्रृंखला के पहाड़ों का सीना चीरा जा रहा है। सफेद हीरों के अवैध उत्खनन का काला कारोबार भी यहां अपने चरम पर है। अवैध खनन की रोकथाम को लेकर प्रशासन द्वारा समय-समय पर की जाने वाली कार्यवाही महज औपचारिकता तक सीमित होकर रह गई है। परिणामस्वरूप अवैध उत्खनन पर प्रभावी अंकुश नहीं लग पा रहा है।
प्रतिदिन लगा रहे लाखों की चपत-
पन्ना जिले में खनन माफिया कितने हावी है इसका पता इस बात से लगाया जा सकता है कि यहां के कल्दा पठार के जैतूपुरा, जनपुरा ग्रामों में स्थित जिन फर्शी पत्थर खदानांे की लीज काफी पहले समाप्त हो चुकी है उनसे अभी भी धड़ल्ले से प्रतिदिन 1 से 2 ट्रक पत्थर-पटिया निकाला जा रहा है। इसके अलावा इन दोनों ग्रामों में शासकीय भूमि, तालाब और निजी आराजी पर भी आधा दर्जन अवैध पत्थर खदानें चल रही है। खनन कारोबार से जुड़े सूत्रों की मानें तो श्रीमती रूपिन्द्रर कौर, तीरथ लोधी की ग्राम जैतूपुरा व राजकिशोर शर्मा एवं सुनील पाण्डेय की जनपुरा ग्राम में स्थित खदान की लीज कई माह पूर्व समाप्त हो चुकी है। इसकी जानकारी पवई-शाहनगर के राजस्व अधिकारियों से लेकर क्षेत्रीय खनिज निरीक्षक व जिला खनिज अधिकारी को भी है। लेकिन इसके बाद भी उक्त खदानों से प्रतिदिन लाखों रूपये मूल्य का फर्शी पत्थर निकालकर बेंचा जा रहा है। इससे शासन को दोहरी क्षति उठानी पड़ रही है। लीज समाप्ति के बावजूद फर्शी पत्थर खदानें संचालित होने से जिम्मेदार अधिकारियों की भूमिका पर प्रश्न चिन्ह लग रहा है। अघोषित तौर पर प्रशासनिक संरक्षण प्राप्त पत्थर माफियाओं के हौंसले इतने बुलंद है कि वे लीज समाप्ति वाली खदानों के साथ-साथ कई अवैध खदानें भी जैतूपुरा और जनपुरा में चला रहे है। इन खदानों के पत्थर का परिवहन अन्य खदानाेें के ई-पिटपास पर किया जा रहा है।
जानबूझकर अनदेखी कर रहे अधिकारी-
उल्लेखनीय है कि पिछले दिनों कलेक्टर के निर्देश पर पवई तहसील क्षेत्र की खदानों की सीमांकन की कार्यवाही तहसीलदार व नायब तहसीलदार द्वारा की गई थी। इस दौरान कुछेक अवैध खदानें पकड़ी गई थी और उनमें मिले फर्शी पत्थर को जप्त कर तुड़वाया गया था। प्रशासन की इस हालिया कार्यवाही के बावजूद कल्दा पठार के जनपुरा और जैतूपुरा में अवैध पत्थर खदानें संचालित होने से यह बेहतर तरीके से समझा जाता है कि पन्ना में जिम्मेदार अधिकारी अवैध खनन को रोकने के लिए कितनी ईमानदारी से काम कर रहे है?
