कोबरापोस्ट का ताज़ा स्टिंग ऑपरेशन मीडिया की ऐसी शर्मनाक पतन गाथा है, जो देश के लोकतंत्र के लिए वाक़ई बहुत बड़े ख़तरे की घंटी है। स्टिंग ऑपरेशन की जो सबसे ज़्यादा गंभीर, सबसे ज़्यादा चिन्ताजनक बात है, वो यह कि पैसे के लिए मीडिया कंपनियों को किसी गंदी से गंदी साज़िश में भी शरीक होने से हिचक नहीं है, चाहे यह साज़िश देश और लोकतंत्र के विरुद्ध ही क्यों न हो! स्टिंग करनेवाला रिपोर्टर खुल कर यह बात रखता है कि वह चुनावों के पहले देश में किस तरह का सांप्रदायिक ध्रुवीकरण कराना चाहता है, और किस तरह विपक्ष के बड़े नेताओं की छवि बिगाड़ना चाहता है।
ये बात वो मीडिया कंपनियों के मालिकों से, बड़े-बड़े ज़िम्मेदार पदों पर बैठे लोगों से कहता है, और सब मज़े से सुनते हैं। इनमें से किसी को क्यों यह नहीं लगा कि ऐसा करना देश के विरुद्ध, लोकतंत्र के विरुद्ध और जनता के विरुद्ध षड्यंत्र है?हालांकि स्टिंग ऑपरेशन के अब तो जो वीडियो आए हैं उनसे ये साबित नहीं होता कि पैसों का लेनदेन हुआ या किसी लेनदेन की वजह से किसी मीडिया संस्थान ने कुछ ग़लत प्रसारित या प्रकाशित किया लेकिन इसके बावजूद ये सवाल तो उठता ही है कि इनमें से किसी को क्यों नहीं महसूस हुआ कि ऐसी साज़िशों का भंडाफोड़ करना और इससे देश को सचेत करना उनका पहला और बुनियादी कर्तव्य है।
गोदी मीडिया– नाक तक आ चुका है पानी
मूल सवाल यही है, अब तक हम बात गोदी मीडिया की करते थे। बात हम भोंपू मीडिया की करते थे। विचारधारा के मीडिया की बात करते थे। साम्प्रदायिक मामलों या जातीय संघर्षों या दलितों से जुड़े मामलों में या आरक्षण जैसे मुद्दों पर मीडिया की रिपोर्टिंग पर भी कभी-कभार सवाल उठते रहते थे। कॉरपोरेट मीडिया, ‘प्राइवेट ट्रीटी’ और ‘पेड न्यूज़’ की बात होती थी. मीडिया इन सारी समस्याओं से गुज़र रहा था और है, इन पर बहस और चर्चाएँ भी जारी हैं।
लेकिन कोबरापोस्ट के ताज़ा स्टिंग ने साबित कर दिया है कि पानी अभी अगर सिर से ऊपर नहीं पहुँचा है, तो भी कम से कम नाक तक तो आ ही चुका है। अब नहीं चेते तो गटर में पूरी तरह डूब जाने में ज़्यादा देर नहीं लगेगी।
यह गटर नहीं तो और क्या है कि ‘पेड न्यूज़’ और ‘एडवरटोरियल’ के नाम पर पैसे लेते-लेते आप इस हद तक गिर जाएं कि चुनावों में किसी पार्टी को जिताने के लिए तमाम तरह के षड्यंत्र रचने की योजना लेकर कोई व्यक्ति आपके पास आए और पैसा देकर आपके अख़बार, टीवी चैनल और वेबसाइट का इस्तेमाल करना चाहे और आप इसमें साझीदार बनने को तैयार हो जायें।
1975 में आपातकाल के दौरान-
तो इससे एक तो यही बात साफ़ हो गयी कि मीडिया के एक बड़े हिस्से के बारे में अगर यह धारणा लगातार बनती जा रही है कि वह सरकार का भोंपू बना हुआ है, वह सरकार के कामकाज की पड़ताल के बजाय विपक्ष के चुनिंदा नेताओं की खिंचाई और धुनाई में लगा हुआ है, और वह सरकार की गोद में बैठ कर इठला रहा है, तो ऐसी धारणा बिलकुल बेबुनियाद नहीं है।
क्योंकि कोबरापोस्ट के स्टिंग में अगर एक अनजान आदमी मीडिया कंपनियों को इतनी आसानी से ‘डर्टी गेम’ के लिए तैयार कर ले, तो आप अनुमान लगा लीजिए कि कोई सरकार अगर चाहे, तो मीडिया को अपने मनमाफ़िक़ बना लेना आज उसके लिए कितना आसान है! सरकार के पास धन भी है और डंडा भी।
आज जिस गोदी मीडिया की बात हो रही है, उसका एक रूप हम क़रीब 43 साल पहले 1975 में आपातकाल के दौरान देख चुके हैं, जब देश की ज़्यादातर मीडिया कंपनियों और दिग्गज संपादकों तक ने इंदिरा सरकार के सामने आत्मसमर्पण कर दिया था।
मीडिया की रिपोर्टों पर कैसे भरोसा होगा?
वह सरकारी डंडे और जेल जाने का भय था, लेकिन तब और अब में एक फ़र्क़ है. तब पैसे के लालच में कोई नहीं बिका, बल्कि डर से लोग रेंगे और जैसे ही वह डर ख़त्म हो गया, वैसे ही ‘निष्पक्ष’ और ‘निर्भीक’ प्रेस फिर वापस आ गया।लेकिन कोबरापोस्ट के स्टिंग में मीडिया कंपनियों ने साफ़ संकेत दे दिया कि केवल इस बार नहीं, केवल इस सरकार के राज में नहीं, बल्कि भविष्य में कोई सरकार, सत्ता में बैठी कोई पार्टी या उससे जुड़ा कोई संगठन मीडिया से जब चाहे, जैसा चाहे, वैसा प्रचार करा सकता है। यानी आप में और ‘पीआर’ कम्पनियों में क्या फ़र्क़ रह गया? अगर ऐसा है, तो मीडिया की रिपोर्टों पर किसी को कैसे भरोसा होगा? साफ़ है कि मीडिया की विश्वसनीयता और उसकी साख पर इतना बड़ा संकट आज से पहले कभी नहीं था।
न्यूट्रल दिखना चाहिए…
कोबरापोस्ट के स्टिंग ने कुछ और गम्भीर भंडाफोड़ किए हैं. मसलन आप किसी को यह कहते सुनते हैं कि हम तो सरकार के बहुत-बहुत ही समर्थक हैं! या फिर यह कि कम से कम हमें न्यूट्रल दिखना चाहिए। यानी असल में न्यूट्रल हों न हों, लेकिन दिखना चाहिए। इसी तरह कोई बहुत बड़ा हिन्दुत्ववादी होने का दावा करता है। क्या यह मीडिया की ऑब्जेक्टिविटी और उसकी नैतिकता पर बहुत बड़ा सवाल नहीं है। वैसे मीडिया का हिन्दुत्ववादी होना या मीडिया में हिन्दुत्ववादी रुझान बन जाना भी कोई नयी बात नहीं है. रामजन्मभूमि-बाबरी मस्जिद विवाद जब अपने चरम की ओर बढ़ रहा था तो 1990 से 92 के दौर में मीडिया के एक बड़े तबक़े, ख़ास कर हिन्दी मीडिया ने बेहद सांप्रदायिक और पक्षपातपूर्ण रिपोर्टिंग की थी। इसकी पड़ताल के लिए कई जगह प्रेस काउंसिल को अपनी टीम भेजनी पड़ी। लेकिन बाबरी मसजिद ध्वंस के बाद जैसे-जैसे चीज़ें सतह पर ‘नॉर्मल’ होती गईं, वैसे-वैसे मीडिया में आया सांप्रदायिक उभार भी दब गया।
हिन्दुत्ववादी एजेंडे में साझीदार-
अब ऐसा उभार दुबारा दिख रहा है, लेकिन तब वह नियोजित नहीं था स्वत: स्फूर्त था। लेकिन अब ऐसा नियोजित तौर पर किए जाने की संभावनाएं बहुत बढ़ गई हैं। इसका कुछ नमूना हमने जेएनयू के मामले में हुई वीडियो मॉर्फ़िंग के रूप में देखा। कोबरापोस्ट के स्टिंग में जब आमतौर पर मीडिया कंपनियां हिन्दुत्ववादी एजेंडे में साझीदार बनने के लिए तैयार दिखती हैं, तो वह एक बेहद ख़तरनाक संभावनाओं के दर्शन करा रही हैं। क्या मीडिया एक नियोजित सांप्रदायिक कुप्रचार का माध्यम बनने जा रहा है? यह सवाल बेहद गम्भीर हैं। वैसे मीडिया के बाज़ारीकरण, उसमें संपादक की संस्था के लगातार ह्रास, मीडिया कंपनियों के तमाम दूसरे गोरखधन्धों को लेकर गाहे-बगाहे चिन्ताएं व्यक्त होती रही हैं, लेकिन इन पर कोई ठोस तो क्या, कभी पहला क़दम तक नहीं उठा। लेकिन अब इन सवालों से आँखें चुराते रहना हम सबके लिए बेहद ख़तरनाक होगा। बात सिर्फ़ मीडिया की नहीं है, बात अब लोकतंत्र के अस्तित्व की है।
ईमानदार मीडिया नहीं बचा…
अगर देश में स्वतंत्र और ईमानदार मीडिया नहीं बचा, तो लोकतंत्र के बचे रहने की कल्पना कोई मूर्ख ही कर सकता है. लोकतंत्र को बचाना हो तो पहले मीडिया को बचाइए। मीडिया कैसे बचे। कोई जादुई चिराग़ नहीं कि रातोंरात हालात सुधर जाएं. लेकिन शुरुआत कहीं से तो करनी ही पड़ेगी। तो मीडिया को बचाने का पहला रास्ता तो यही है कि संपादक नाम की संस्था को पुनर्जीवित किया जाय और मज़बूत किया जाए। मीडिया की आमदनी लानेवालों और ख़बरें लानेवालों के बीच बड़ी दीवार हो, मीडिया के अन्दरूनी कामकाज और उसकी स्वायत्तता की मॉनिटरिंग का कोई स्वतंत्र, तटस्थ, स्वस्थ और भरोसेमन्द मेकेनिज़्म हो। यह सब कैसे होगा? लंबा रास्ता है। लेकिन पहले हम और आप इस तरफ़ सोचना तो शुरू करें!
