चीतल के शिकार का प्रकरण दर्ज कर चल रहा था वसूली का खेल

पन्ना। रडार न्यूज पन्ना टाईगर रिजर्व की चंद्रनगर रेंज अंतर्गत पिछले महीने हुए चीतल के शिकार से जुड़े एक मामले में शिकारी और संदेहियों को बचाने के एवज में 10 हजार रूपये की रिश्वत लेते डिप्टी रेंजर बाबू सिंह चंदेल को लोकायुक्त पुलिस संगठन सागर की टीम ने रंगे हाथ गिरफ्तार किया है। लोकायुक्त पुलिस टीम ने इस ट्रेप कार्रवाई को महादेव कुशवाहा की शिकायत पर बुधवार की सुबह छतरपुर जिले के बमीठा के समीप नेशनल हाईवे किनारे स्थित बुन्देला ढ़ाबा में  अंजाम दिया। कार्यवाई की भनक लगते ही ढ़ाबा के बाहर बड़ी संख्या में लोग एकत्र हो गये। पूर्व चर्चा अनुसार महादेव कुशवाहा ने ढ़ावा में बैठे बाबू सिंह चंदेल परिक्षेत्र सहायक भुसौर रेंज चंद्रनगर को जैसे ही 10 हजार रूपये की रिश्वत दी ठीक उसी समय लोकायुक्त पुलिस सागर के निरीक्षक बीएम दिवेदी और उनकी टीम ने दबिश देते हुए डिप्टी रेंजर को रंगे हाथ गिरफ्तार कर लिया। शिकायतकर्ता महादेव कुशवाहा ने बताया कि 10 अप्रैल 2018 को चीतल के शिकार मामले में दर्ज पीओआर (वन अपराध) में परिक्षेत्र सहायक भुसौर बाबू सिंह चंदेल सिंह ने उनके भाईयों रेखराज कुशवाहा और जुगला कुशवाहा के शामिल होने की जानकारी देते हुए इस प्रकरण को कमजोर करने और उन्हें बचाने के एवज में 10हजार रूपये की रिश्वत की मांग की गई। जिसकी लिखित शिकायत महादेव कुशवाहा निवासी दसईपुरा तहसील राजनगर जिला छतरपुर ने लोकायुक्त पुलिस अधीक्षक सागर से की थी। शिकायत की तस्दीक करने के बाद आज लोकायुक्त पुलिस टीम ने योजनाबद्ध तरीके से डिप्टी रेंजर को 10 हजार रूपये की रिश्वत लेते हुये रंगे हाथ गिरफ्तार कर लिया। इस पूरे मामले में गौर करने वाली बात यह है कि चीतल के शिकार मामले में एक मात्र व्यक्ति के विरूद्ध नामजद प्रकरण (पीओआर) पंजीबद्ध किया गया था। इस प्रकरण को बेहद गोपनीय रखते हुए डिप्टी रेंजर बाबू सिंह चंदेल ग्रामीणों को शिकार के मामले में फंसाने की धमकी देते हुए अवैध वसूली कर रहा था। सूत्रों की माने तो रेंज अफसर उमेश कुमार योगी को इसकी जानकारी थी। जिससे वन अपराध की आड़ में चल रहे अवैध वसूली के इस गोरखधंधे में डिप्टी रेंजर के अलावा वरिष्ठ अधिकारियों की संलिप्तता को लेकर सवाल उठ रहे है। पन्ना टाईगर रिजर्व के चालाक मैदानी अधिकारी प्रकरण दर्ज होने के महीनेभर बाद भी शिकारी का नाम उजागर करने पर उनके भागने की आशंका जताते हुए गिरफ्तारी मुश्किल होने का हवाला देकर कुछ भी बताने से बचते रहे है। शिकार के इस प्रकरण को अवैध वसूली का हथियार बनाने के लिए सुनियोजित तरीके से आरोपी का नाम गुप्त रखते हुए इतनी भी जानकारी नहीं दी जा रही थी कि प्रकरण में कुल कितने आरोपी है और उनमें से कितने नामजद व अज्ञात है।

इनका कहना है-

‘‘शिकार के इस प्रकरण को सिर्फ इसलिए गुप्त रखा गया क्योंकि उसमें शामिल एकमात्र नामजद आरोपी के फरार होने की आशंका थी। नामजद आरोपी को गिरफ्तार करने के बाद पूंछतांछ के आधार पर अन्य आरोपियों की धरपकड़ की कार्रवाई की जाती। शिकार के इस मामले में जांच अधिकारी कौन है, महीनेभर में कितने लोगों की गिरफ्तारी हुई मैं इस संबंध में कुछ नहीं बता सकता। पूरा मामला लोकायुक्त पुलिस को सौंपा जा चुका है।‘‘
