पन्ना के उत्तर वन मंडल की घटना, शिकार होने की क्षेत्र में है चर्चा
वन्य प्राणी चिकित्सक के अनुसार एक से डेढ़ माह पूर्व हुई तेंदुए की मौत
डीएफओ ने लापरवाह कर्मचारियों के खिलाफ सख्त कार्रवाई के दिये संकेत
पन्ना। रडार न्यूज बाघ पुनर्स्थापना कार्यक्रम की ऐतिहासिक सफलता से पूरी दुनिया में विख्यात हुए मध्यप्रदेश के पन्ना जिले में बड़ी बिल्लियों(बाघ-तेंदुआ) समेत दूसरे वन्य जीवों के शिकार की चिंताजनक घटनाएं लगातार सामने आ रहीं है। यहां हाल ही में भालू के शिकार से संबंधित एक प्रकरण में शिकारियों और वन्य जीवों के अंगों की तस्करी करने वाले गिरोह के सक्रिय होने के सुराग मिले हैं। इन हालात में पन्ना के बाघों और दूसरे वन्यजीवों पर मंडराते गंभीर खतरे के बीच जंगल से एक और बुरी खबर आई है। उत्तर वन मण्डल पन्ना की विश्रामगंज रेंज के अंतर्गत तेंदुए की हड्डियां जबड़ा और नाखून मिले है। जिला मुख्यालय पन्ना से करीब 10 किलोमीटर दूर रानीपुर सर्किल की सरकोहा बीट में जिस स्थान पर तेंदुए के अवशेष पाये गये वहां पास में ही बहेलियों की बस्ती स्थित है। वन्यप्राणी चिकित्सक डॉक्टर एस.के. गुप्ता ने तेंदुए की मौत करीब एक से डेढ़ माह पूर्व होने का अंदेशा जताया है। तेंदुए का शिकार हुआ या फिर उसकी स्वभाविक मौत हुई है, इसका पता लगाने के लिए अवशेषों को जांच हेतु वेटनरी यूनिवर्सटी जबलपुर की फॉरेंसिक लैब भेजा जा रहा है। वहां से रिपोर्ट आने पर तेंदुए की मौत के वास्तिविक कारणों का अधिकारिकतौर पर पता चल पायेगा। उधर तेंदुए के अवशेष बरामद होने के बाद से ही उसका शिकार होने की चर्चायें क्षेत्र में व्याप्त है। तेंदुए की संदिग्ध परिस्थितियों में मौत का हैरान करने वाला यह मामला शुक्रवार 21 जुलाई 2018 को ऐसे समय प्रकाश में आया है जब आरके गुप्ता, अपर प्रधान मुख्य वन संरक्षक भोपाल और राघवेन्द्र श्रीवास्वत, मुख्य वन संरक्षक छतरपुर वृत्त पन्ना जिले के दौरे पर है। दोनों ही वरिष्ठ अधिकारियों ने पन्ना में बढ़ती शिकार की घटनाओं पर गहरी चिंता जाहिर करते हुए तत्परता से इनकी प्रभावी रोकथाम के लिए आवश्यक प्रबंध करने के निर्देश दिए हैं।
मैदानी वन अमले को नहीं लगी भनक-
तेंदुए की संदिग्ध मौत की खबर सबसे पहले पन्ना टाईगर रिज़र्व के अधिकारियों को मिली थी। सरकोहा बीट अंतर्गत जिस स्थान पर अवशेष पाए गए दरअसल वह उत्तर वन मंडल का क्षेत्र है इसलिए सबंधित अधिकारियों को कार्रवाई हेतु सूचित किया गया। शुक्रवार को नरेन्द्र सिंह परिहार, उप वन मंडलाधिकारी विश्रामगंज और रेंजर मनोज सिंह बघेल मौके पर पहुंचे तो जंगल में दो चट्टानों के बीच छोटी सी गुफानुमा गड्ढे से अज्ञात वन्य जीव की कुछ हड्डियां, जबड़ा और नाखून बरामद हुए। पन्ना टाईगर रिज़र्व के वन्य प्राणी चिकित्सक एस. के. गुप्ता ने उक्त अवशेष तेंदुए के होना बताया है। तेंदुए की मौत करीब एक से डेढ़ माह पूर्व होने के कारण उसका शरीर गलकर मिट्टी में मिलने की संभावना जताई जा रही है। उत्तर वन मण्डल के डीएफओ नरेश सिंह यादव ने तेंदुए की मौत की घटना को अत्यंत ही गंभीरता से लिया है। उन्होंने एक सवाल के जवाब में स्वीकार किया कि प्रथम दृष्टया मैदानी वन अमले द्वारा घोर लापरवाही बरती गई। तेंदुए की मौत को एक से डेढ़ माह होने के बाद भी संबधित बीट गार्ड, सर्किल प्रभारी और रेंजर को इसकी भनक तक नहीं लगी। इससे स्पष्ट है कि मैदानी अमले द्वारा अपने क्षेत्र का भ्रमण नहीं किया गया है। श्री यादव ने इस मामले में लापरवाह कर्मचारियों-अधिकारियों के खिलाफ शीघ्र ही सख्त कार्रवाई करने की बात कही है। उन्होंने रडार न्यूज़ से चर्चा में कहा कि वनों और वन्य जीवों की सुरक्षा हमारी सर्वोच्च प्राथमिकता है, इसमें किसी भी तरह की लापरवाही किसी भी सूरत में बर्दाश्त नहीं की जाएगी।
मुखबिर तंत्र को किया सक्रिय-
तेंदुए की संदिग्ध मौत के खुलासे को लेकर मुखबिर तंत्र को सक्रिय किया गया है ताकि फॉरेंसिक लैब से जांच रिपोर्ट आने तक वास्तविकता का पता लगाया जा सके। घटनास्थल से करीब 3-4 किलोमीटर की दूरी पर गांधी ग्राम में बहेलियों की बस्ती स्थित होने के मद्देनजर उत्तर वन मण्डल के डीएफओ नरेश सिंह यादव ने तेंदुए के शिकार की संभावना से इंकार नहीं किया है। कई वर्षों तक प्रदेश स्तर पर एंटी पोचिंग स्क्वॉड में सेवायें दे चुके डीएफओ श्री यादव ने इस मामले चुनौती के रूप में लिया है। उन्होंने जोर देते हुए कहा यदि तेंदुए का शिकार होना पाया गया तो इस मामले का जल्द से जल्द खुलासा करते हुए शिकारियों को जेल पहुंचाया जायेगा। मालूम होकि पिछले 7-8 माह के अंदर पन्ना जिले के संरक्षित व सामान्य वन क्षेत्रों में दो तेंदुओं, एक कॉलर वाली युवा बाघिन और भालू का शिकार हो चुका है। इन घटनाओं से बेजुबान निरीह वन्य प्राणियों पर आसन्न गंभीर खतरे और उससे बेपरवाह वन विभाग में व्याप्त अराजकता पूर्ण स्थिति का सहज ही अंदाजा लगाया जा सकता है। शिकारियों और वन्यजीवों के अंगों की तस्करी करने वाले गिरोहों के का नेटवर्क फैलने से हालात इतने ख़राब हो चुके हैं यदि शीघ्र ही संयुक्त रूप से ठोस प्रयास नहीं किये गए तो पन्ना के उत्तर-दक्षिण वन मंडल व टाईगर रिज़र्व में विचरण करने वाले बाघों-तेंदुओं को ज्यादा दिनों तक बचा पाना संभव नहीं होगा।
