भोपाल। शहरी प्राथमिक स्वास्थ्य केन्द्रों/सिविल डिस्पेंसरी को हेल्थ एण्ड वेलनेस सेन्टर के रूप में विकसित किया जायेगा। इनका नाम मध्यप्रदेश ‘आरोग्यम” (सेहत एवं सुकून केन्द्र) होगा। अगले वर्ष शेष जिलों में हेल्थ एण्ड वेलनेस केन्द्र विकसित किये जायेंगे। उप स्वास्थ्य केन्द्रों को विकसित करने की प्रक्रिया निरन्तर जारी रहेगी।
‘हब एण्ड स्पोक्स” मॉडल पर आधारित कॉम्प्रीहेन्सिव प्रायमरी हेल्थ केयर की अवधारणा पर आगे बढ़ते हुए राज्य ने तय किया है कि पहले प्राथमिक स्वास्थ्य केन्द्रों को प्रभावी रिफरल केन्द्र बनाया जाये, जहाँ सभी 12 तरह की चिन्हित सेवाएँ उपलब्ध हों। इन केन्द्रों पर अन्य सेवाओं के साथ असंचारी रोग डायबिटीज, हायपरटेंशन, ह्रदय रोग तथा कैंसर के बारे में परीक्षण और प्राथमिक उपचार उपलब्ध करवाना राज्य की प्राथमिकता है। मध्यप्रदेश में पीएचसी-हेल्थ एण्ड वेलफेयर सेंटर पर आयुष चिकित्सा सेवाएँ भी उपलब्ध करवाई जा रही हैं।
अभी प्रदेश के 25 जिलों में राजगढ़, सीहोर, बैतूल, रायसेन, विदिशा, अशोकनगर, भिण्ड, गुना, श्योपुर, बड़वानी, खण्डवा, देवास, उज्जैन, डिण्डौरी, बालाघाट, छिन्दवाड़ा, जबलपुर, सिवनी, शहडोल, सतना, अनूपपुर, सिंगरौली, छतरपुर, दमोह और पन्ना को शामिल किया गया है। प्रारंभिक तौर पर प्राथमिक स्वास्थ्य केन्द्रवार गैप असेसमेंट एनालिसिस किया गया है। तदनुसार मानव संसाधन की उपलब्धता सुनिश्चित की जा रही है।
हेल्थ एण्ड वेलनेस सेंटर से संबद्ध महत्वपूर्ण मानव संसाधनों यथा चिकित्सा अधिकारी, स्टॉफ नर्स, एएनएम तथा आशा का संबंधित विषयों पर प्रशिक्षण की कार्य-योजना बना ली गई है। तकनीकी सहयोग के रूप में अखिल भारतीय आयुर्विज्ञान संस्थान, भोपाल द्वारा विदिशा जिले में कुछ हेल्थ एण्ड वेलनेस सेंटर्स को निरंतर परामर्श दिया जायेगा। प्राथमिक तौर पर राज्य में 51 प्राथमिक स्वास्थ्य केन्द्रों को उन्नत कर हेल्थ एण्ड वेलनेस सेंटर के रूप में इसी माह से शुरू करने की योजना है।
