अप्रैल व मई में भूख और प्यास से बेहाल पशुओं की नहीं ली गई सुध

कार्यवाही के संबंध 14 जून तक प्रतिवेदन  उपलब्ध कराने के भी निर्देश दिये हैं 

पन्ना। भीषण गर्मी व भूख और प्यास से बेहाल सैकड़ों पशु जिले में असमय काल कवलित हो गये। अल्प वर्षा के कारण इस साल पन्ना सहित संभाग के अन्य सभी जिलों में ज्यादातर जल श्रोतों के सूख जाने से अप्रैल व मई के महीने में पशुओं के लिये पानी उपलब्ध कराना पशु पालकों के सामने एक बड़ी समस्या रही है। जिसके चलते पशु पालकों ने अपने मवेशियों को बांधकर रखने के बजाय खुला छोड़ दिया था। ऐसी स्थिति में भूखे और प्यासे पशु पानी की तलाश में यहां-वहां भटकते फिर रहे थे। जिले के जल संकटग्रस्त इलाकों में बीते दो माह के दौरान प्यास से बेहाल पशुओं की बड़ी संख्या में मौतें हुई हैं लेकिन उस समय इन बेजुवानों की किसी ने भी सुध नहीं ली। अब जब मानसून ने दस्तक दे दी है उस समय संभाग आयुक्त महोदय को इन बेजुवानों की सुध आई है और उन्होंने मवेशियों के लिये भूसा-चारा और पानी की व्यवस्था करने हेतु पाँचों जिलों के उप संचालक पशु चिकित्सा सेवाओं को निर्देश जा किये हैं। उल्लेखनीय है कि कमिश्नर कार्यालय सागर से 6 जून 18 को जारी हुये आदेश में यह लेख किया गया है कि उन्हें इस तरह की सूचना प्राप्त हो रही है कि संभाग के जिलों में कम वर्षा होने के कारण कतिपय स्थानों पर पशुओं के लिये भूसा- चारा एवं पानी की कमी हो रही है। पानी की कमी व अनुपलब्धता को दृष्टिगत रखते हुये कमिश्नर सागर मनोहर दुबे जी ने सभी उप संचालकों को दिशा-निर्देश जारी किये हैं। आदेश में उन्होंने कहा है कि यह सुनिश्चित करें कि सभी जिलों में पशुओं के लिये पर्याप्त मात्रा में पानी उपलब्ध रहे। पूर्व में पशुओं के लिये बनाये गये हौदों की साफ-सफाई कर उनमें पानी भरा जाना सुनिश्चित करें। ग्राम पंचायतों को निर्देश प्रदान करें कि यदि उनके पंचायत क्षेत्र में पशुओं के लिये भूसाए चारा और पानी की कमी है तो वे इसके लिये सम्यक व्यवस्था करें। कमिश्नर ने की गई कार्यवाही के संबंध में एक प्रतिवेदन 14 जून 18 तक उपलब्ध कराने के भी निर्देश दिये हैं।

कमिश्नर सागर द्वारा 6 जून को जारी किया गया आदेश।

संभागायुक्त द्वारा जारी इस आदेश से भूखे प्यासे बेजुवान पशुओं को कितनी राहत मिलेगी इसका अंदाजा इसी बात से लगाया जा सकता है कि आदेश तब जारी किया गया जब मानसून ने दस्तक देना शुरू कर दिया है। भीषण गर्मी में जब हर तरफ पानी के लिये हाहाकार मचा था उस समय प्यासे पशुओं के प्रति ऐसी संवेदना नहीं जगी। यदि समय पर मार्च व अप्रैल के महीने में चारा पानी की व्यवस्था करा दी जाती तो सैकड़ों बेजुवान पशु असमय काल कवलित होने से बच जाते। लेकिन अब 6 जून को आदेश जारी किये गये हैंए जिसका क्रियान्वयन होते-होते मानसूनी बारिश शुरू हो जायेगी। जाहिर है कि सब कुछ कागजों में होगा और कार्यवाही प्रतिवेदन भी भेज दिया जायेगा। इस तरह से पशुओं के लिये भूसा-चारा व पानी की व्यवस्था किये जाने के नाम पर लाखों रुपए खर्च हो जायेंगे जिसकी कोई खोज खबर नहीं ली जा सकेगी। क्योंकि तब तक न तो पानी की कमी होगी और चारा भी सहज उपलब्ध होगा। इस लिहाज से कमिश्नर सागर द्वारा पशुओं के लिये भूसा-चारा व पानी की उपलब्धता सुनिश्चित करने हेतु 6 जून को जारी आदेश के औचित्य पर विचार किया जाना आवश्यक प्रतीत होता है।
